Job Duties

The Virginia Employment Commission (VEC) has an exciting opportunity for an experienced candidate to join our team in the newly created position of Chief Risk Officer and establish and manage the agency's risk management program and governance structure to ensure business needs are met, operations are continuous, and risk is mitigated. Minimum Qualifications

• Comprehensive knowledge of risk management industry standards/regulations related to Continuity and Resiliency Planning, Safety, Emergency Management, Disaster Preparedness, Incident Response, and Facilities Management; network and cloud security; information security principles and practices, governance, tools and technology; systems security requirements, vulnerabilities, threats, risk mitigation, controls and configuration management; and identification and authentication, risk assessment, personnel and data security, physical environment protections, contingency planning, incident response, and system and information integrity.
• Excellent analytical, facilitation, decision-making, oral/written communication, strategic planning, computer, and leadership skills.
• Demonstrated ability to manage resources, programs, projects, and staff; collect, interpret, and present data; analyze systems and the relationship to the processing environment; ensure safety, security and facilities issues are addressed; conduct assessments and implement risk management frameworks and process improvement strategies; collaborate with various parties; develop and implement policies/procedures; prepare plans and reports; make presentations; and proactively address existing and emerging risks.
• Must successfully complete an FBI fingerprint background investigation, state law enforcement background check, and citizenship/ residency validation of the subject’s eligibility to legally work in the United States (e.g., a United States citizen or foreign citizen with the necessary authorization). Subsequent reinvestigation(s) must be conducted within 5 years from date of the previous BI.
• Must meet the requirements to obtain and/or maintain the Commonwealth ISO certification and comply with SOEI requirements.

Additional Considerations

• Knowledge of state and federal security controls (VITA IT Resource Management policies and standards, NIST 800-53A, IRS 1075, CMS MARS-E, SSA, etc.). Relevant certifications such as Certified Risk Manager, Certified Information Systems Security Professional, Certified Business Continuity Professional, Certified Safety Professional, CompTIA Security+, Systems Security Certified Practitioner, or Certified Information Security Manager.
• Executive level experience working in IS and risk management in a governmental setting. Frequent travel may be required.

This position requires the completion of a Statement of Economic Interest (SOEI) form and mandatory training on the Conflict of Interest Act (COIA). The SOEI form must be submitted online no later than the end of the first day in the new position, and subsequently thereafter each year during the annual filing period (January 1 to February 1). You should receive an email notification from the Virginia Conflict of Interest and Ethics Advisory Council regarding this process along with instructions on how to access the system. The COIA training must be completed within 2 months of assuming the new position, and every 2 years thereafter.
