About the VRC

The Virginia Racing Commission safeguards the integrity and transparency of horse racing and pari-mutuel wagering throughout the Commonwealth. As new technologies from Historical Horse Racing (HHR) terminals to advanced-deposit wagering (ADW) platforms reshape the industry, we’re growing a small but nimble team that can translate regulatory requirements into practical, day-to-day technical controls. You will be our hands-on technical-compliance specialist - the bridge between auditors, VITA, external vendors, and VRC program staff. Think of it as a blend of IT governance analyst, security coordinator, and savvy project liaison. No coding or server-rack work (although that is always a plus); your value is in knowing what must be done, verifying that it gets done, and collecting the evidence auditors need to see. The pari-mutuel and racing industry is a specialized industry and contains nuances that require a blend of technical as well as hands-on experience.

Key Responsibilities

• Technical Compliance & Advisory Support (25 %) – Maintain approved wagering-system standards (HHR, tote, ADW), schedule third-party assessments, and package evidence so external audits run smoothly. Advise other teams within the agency using technical experience related to the technical specifications of the industry.
• Information-Security Assistance (25 %) – Track SEC-530 controls, review access/patch reports from VITA, log incidents, and run an annual COOP/DRP tabletop.
• AITR Backup & Tech-Procurement Coordination (20 %) – Serve as secondary Agency IT Representative and primary ISO in conjunction with VITA consultants; draft the technical sections of RFPs/IFBs, organize vendor demos, and keep deliverables on schedule.
• Application Evaluation & User Liaison (15 %) – Gather requirements, coordinate UAT, manage go-live checklists, and coach staff on new features—no hands-on coding required.
• Web & Content Coordination (10 %) – Oversee routine updates to the VRC website/public dashboards; verify content accuracy and track SSL/patch compliance.
• Training & SOPs (5 %) – Write plain-language SOPs and deliver annual cyber-awareness / wagering-standards briefings.

This position is open to state employees only.

Minimum Qualifications

Strong writing skills and oral, written, and interpersonal communication skills.
Ability to translate tech jargon into plain English for non-technical audiences.
Working knowledge of NIST/SEC-530 style security controls, risk registers, ticketing systems, and vendor SLAs.

Additional Considerations

Lean Six Sigma, CAPM/PMP, or comparable process-improvement or project management certification.
Familiarity with pari-mutuel wagering, casino/HHR systems, or other highly regulated gaming environments.
Experience drafting RFP/IFB technical requirements and scoring vendor demos.
Basic web-content or CMS administration experience (WordPress, Drupal, etc.).
