Job Duties:
The mission of the Finance Division is to provide exceptional customer service, build strong partnerships with DARS and the DSAs while creating innovative ways to deliver support to our partners and stakeholders, promoting excellence in our work product by fostering a team of high performing professionals while adhering to policies and procedures and upholding our roles as prudent financial stewards of public funds.
We are seeking a Grants and Cash Management Analyst to be responsible for:
- Preparing grants financial reports, third-party reimbursement requests, cash management, chart of accounts maintenance, grants account receivable and program income.
- Prepare quarterly pass-through billings for the long-term care ombudsman program (LTCO), supplemental nutrition assistance program (SNAP), VDH BOLD agreement, DSS adult protective services agreement (APS), DBHDS substance abuse agreement (SA), DMV Virginia Grand Driver agreement.
Minimum Qualifications:
The ideal candidate will have:
Knowledge/Experience:
- Experience and training in accounting.
- Experience with preparing financial reports, reconciling, and monitoring grant payments.
- Experiences using automated financial systems to include Cardinal and analyzing complex data.
- Experience communicating complex information.
- Considerable knowledge of federal grants and cash management requirements in accordance with generally accepted accounting principles and practices for governmental entities and state fiscal functions and operations.
- Extensive knowledge and experience in using Microsoft Excel and Word.
- Considerable knowledge of automated financial systems to include Cardinal.
- Training and/or experience in accounting.
- Experience communicating complex information.
- Knowledge of state government and state government accounting policies and procedures.
Skills/Abilities:
- Demonstrates ability to download financial reports from financial systems.
- Demonstrated ability to assemble, analyze complex data, prepare, reconcile, monitor and explain financial reports and statements covering complex financial data and grant payments.
- Demonstrated ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments.
- Ability to work independently as well as with other team members.
- Ability to communicate effectively, both orally and in writing.
- Attention to detail

Completes duties and/or projects as needed or directed by supervisor.
