Job Duties

This position resolves enforcement cases fairly, consistently, and in a manner that furthers the Department’s enforcement mission; coordinates and assists the Department of Conservation and Recreation’s Dam Safety and Floodplain Management division’s responses in emergency situations including during imminent dam failures, anticipated storm events, and flood emergency recovery activities; collaborates with Administration and Department personnel and stakeholders including local emergency management and state and federal emergency management including the Governor's Office, the Secretary of Natural and Historic Resources, Office of the Attorney General, Virginia Department of Emergency Management, Emergency Operations Center, VEST, FEMA, etc. to determine appropriate actions to address emergency situations; assists with necessary press releases and notices; performs compliance and enforcement program development and coordination; performs implementation of enforcement; performs compliance and enforcement program support; provides paralegal and policy expertise and assistance to Department policy personnel regarding dam safety and floodplain management statutes, regulations, policies, procedures, compliance, enforcement, Freedom of Information Act request responses, and legislative and fiscal impacts; coordinates state hazard plan updates regarding dam incidents and floods; assist localities and planning districts to update flood and dam annexes to their emergency plans; and assists with dam sector threat identification and critical infrastructure identification and protection related to dams or floods.

Minimum Qualifications

  • Demonstrated legal, legislative, or regulatory knowledge or experience.
  • Comprehensive knowledge of and extensive experience with environmental program compliance and enforcement activities, as well as thorough understanding of relevant legal issues and principles.
  • Strong skills in negotiation, organization, research, problem-solving, analysis, and project management.
  • Ability to work well with others and to deal effectively with unexpected demands and changing priorities.

Additional Considerations

  • Considerable experience with regulatory enforcement, policies, or laws.
