Job Duties

Develops and Manages Competitive and Non-Competitive IT Procurements for Goods and Services.

Reviews and Approves eVA Requisitions, Develops, Evaluates, and Awards Procurements.

Process Procurement Documents.

Provides IT Procurement Guidance, Advice, and Training.

Fosters Positive Customer Services to Agency’s Internal and External Customers and Provides IT Procurement Guidance.

Fosters Vendor Opportunities and eVA Security Guidance Support

Works with potential and existing IT vendors and OPS Contract Administration Team

Will submit online monthly charge card reconciliations with potential and existing IT vendors and perform special projects when applicable.

Will maintain records for five (5) years as mandated by the Library of Virginia.

May assist with Agency and state government representatives concerning emergency declarations issued by the Governor.

This position is eligible for one telework day a week.

Minimum Qualifications

Knowledge, Skills, and Abilities and/or Competencies required to successfully perform the work:

Extensive knowledge of state and familiarity with federal government procurement policies for the purchase of IT goods and services (IT and non-IT), and grants.

Demonstrated ability to interpret and apply state procurement regulations, policies, and procedures.

Demonstrated experience in developing Request for Proposals (RFPs), Invitation for Bids (IFBs), Sole Sources, Unsealed Bids [formerly known as Quick Quotes], Memorandums of Understandings/Agreements (MOU/A) and other contractual documents, conducting vendor negotiations, and administrating contracts.

Demonstrated knowledge of the Freedom of Information Act principles related to procurement activities.

Demonstrated experience researching techniques for obtaining complex/technical goods and services; and experience analyzing data,
developing reports and applying business rules.

Ability to plan, organize and manage multiple projects simultaneously.

Demonstrated ability to effectively communicate orally and in writing.

Demonstrated experience leading a team or group through the multiple phases of a procurement process.

Demonstrated experience developing and conducting procurement training. Skill in the use of Microsoft Office Suite (Excel, PowerPoint, and Word), SharePoint contract repository, and other databases, Banner, and the eVA procurement system,

Considerable knowledge of standard procurement principles and practices related to IT contract law and management, equipment, services, and supplies in the procuring of IT goods and services by appropriate Methods of Procurement illustrated in the Office of Procurement Services Procurement Manual and Level II Procurement Authority equivalents.

Possess advanced computer uses and proficiency in the Microsoft Office Suite and automated e-procurement software applications; detail-oriented with strong organizational and communication skills both verbal and written.

The ability to interpret and apply established purchasing principles and practices, and train University personnel on IT procurement
content and information, collects and analyzes data to make informed decisions, and prepares various types of solicitations.

Must be able to work in an automated, multi-disciplinary environment, manage multiple tasks with strict deadlines, and provide excellent customer service to internal and external customers of the University, and lead cross functional IT teams and works collaboratively and effectively with personnel at all levels within the University.

Responsible for writing and administering formal IT solicitations, including IFBs and RFPs and other approved procurement methods using the University’s Procurement Manual and other Level II Authority applicable procurement resources, Commonwealth of Virginia Procurement laws, ordinances and policies.

Responsible for developing highrisk and non-high-risk IT contracts, sole source determinations, and advising departments on the writing and development of specifications, statement of needs, scopes of work, and scopes of services.

Thorough understanding of the University’s Procurement Manual, the Commonwealth of Virginia Procurement Manual for IHEV, VPPA and regulations in the Vendors Manual published by the Department of General Services, Division of Purchases and Supply; VASCUPP, VITA Buy-IT Manual, DOA CAPP Manual, and other procurement guides (eVA, Banner, OpenGov, VendorPanel, and DSBSD certified micro and small business) when applicable.


Corresponds with IT and assigned Evaluation Team members during preliminary processes before awarding contracts.

Responsible for negotiating and drafting IT contracts to reflect negotiations and any other pertinent information and works with the OPS Contract Administration Team and OPS Leadership on contract revisions.

Communicates with vendors to monitor and track contracts, review end dates, change orders, modifications and renewal contracts.

Administers IT terminations and Dispute Resolution to include meeting with vendor and Contract Administrators, department staff to determine resolution on disputes regarding contracts and which party is responsible.

Administers contracts used by the Office of Information Technology Services and other assigned University Departments for the procurement of IT goods and services.

Provides customer service to internal and external customers as needed through daily advice and guidance.

Maintains electronic record of IT or assigned term contracts and contracts renewals.

Responsible for verifying and approving procurements in eVA, the Contract Repository Database, OpenGov, and other University electronic system(s) when applicable.


Ensures that University Procurement Policies and position procurement actions are aligned with the Agency’s University Procurement Manual IHEV, and other procurement resources and associated regulations.

Assists OPS with providing advisory services and training to university department staff on purchasing policies.

Conducts eVA required UAT Testing

Oversees special procurement projects, office operations, and resolves issues including preparing, reviewing, and analyzing solicitation budgets, preparing required meeting agenda items and Agency Procurement Manual related opinions as necessary, and managing procurement status reports.

Performs other related work as required.

Follows required mandates/orders issued by the Governor, University President, and OPS Leadership.

Considerable knowledge of state and federal regulations related to small purchase charge card operations, individual liability card operations, and air travel card operations, including the CAPP Manual.

Computer proficiency including creating and updating complex Excel spreadsheets and Word documents.

Ability to work with outside entities in a professional, responsible, and effective manner.

Ability to research, analyze, and interpret statutory and regulatory requirements in the areas of IT and non-IT procurement to determine effects on DOE and VITA programs and processes when applicable.

Skilled in using automated financial systems including web-based charge card vendor applications such as Bank of America Works, Chrome River, Banner, eVA and OpenGov, etc
