The Virginia Department of Motor Vehicles (DMV) is seeking an Motor Carrier Services (MCS) Supervisor to supervise the IFTA/IRP Administrative Operations Team. This position will assist the section manager in overseeing the International Registration Plan (IRP), Federal Motor Carrier Safety Administration (FMCSA)'s Performance and Registration Information Systems Management (PRISM), International Fuel Tax Agreement (IFTA), and EZFleet programs and serve as acting manager when the section manager is absent. The Supervisor collaborates with stakeholders to maintain service delivery standards, implement process improvements, and ensure audit readiness.
Responsibilities Include:
• Supervising the programs and staff through quality control of the programs and assuming full responsibility for the work center in the absence of the Office Manager
• Overseeing the daily management of all DMV assets through inventory audits for titles, plates, decals, and secure assets, ensuring compliance with DMV standards and year-end audit readiness
• Clearly communicating the goals and objectives of the unit for all staff and ensuring training schedules and requirements are communicated clearly
• Serving as the PRISM program Coordinator which is a Federal partnership with FMCSA, Virginia, and law enforcement
• Assisting with the review and completion of financial reconciliations, deposits, transmittals, refunds and assessments
• Representing Virginia at IRP, PRISM and/or IFTA meetings and conferences involving other IRP and IFTA member jurisdictions as needed

Minimum Qualifications
• Strong leadership and mentoring skills to guide staff, improve workflows, and ensure compliance with standards
• Ability to prioritize, resolve issues, and foster a positive team environment
• Ability to interpret and explain complex information
• Proficiency in PC use and technology, including Microsoft Office
• Excellent communication skills for team leadership, stakeholder collaboration, and customer interactions
• Strong organizational, time management skills and multitasking in high-demand settings
• Proficiency in financial reconciliation processes and compliance with PCI standards
• Comprehensive knowledge of accounting principles
• Experience in compliance monitoring, financial reconciliation, or transaction processing within a team
• Proficiency in resolving escalated compliance and operational issues, including preparing records for audits
Additional Considerations
• Advanced knowledge of DMV motor carrier programs, including IRP, IFTA, PRISM, and EZFleet
