Job Duties

The Virginia Department of Emergency Management is currently seeking a qualified candidate to become a Regional Training and Exercise Specialist. This position serves to assist localities, regions, tribes, state agencies, institutions of higher education and other partners with coordinating VDEM’s training and exercise programs within the regions, as well as supporting the design, execution, and evaluation of local and regional exercises. This position is designated as a remote position and the incumbent will be a mobile worker. Additionally, this position is required to have residency in the State of Virginia.

The position will also work in conjunction with VDEM’s Training, Education, and Exercise Division and regional staff to ensure training and exercise needs are identified in the annual regional Integrated Planning and Preparedness Workshop (IPPW) and then are coordinated and scheduled in the region.

Duties include but not limited to:

- Coordinates with stakeholders on use of adequate facilities to host trainings and exercise events and ensures all supplies and equipment are available for the training and exercise event.

- Will build and establish a positive relationship with all personnel in the region to include the VDEM Adjunct Instructors.

- This position may lead exercise planning or provide technical assistance to stakeholders in the development of local exercises.

- Follows a Homeland Security Exercise and Evaluation Program (HSEEP) consistent approach in the development of exercises.

- Develops exercises based on applicable federal, state, and local laws, executive orders, published policies and established procedures.

- Performs duties from a local or regional office for routine operations.

- In response to emergencies, disasters, and events across the region; would serve as part of regional team and staff the regional coordination center as needed. Requires frequent travel within the regions.

Minimum Qualifications

-Knowledge of exercise planning methodology including analysis, design, exercise -development, implementation, and evaluation.
-Knowledge of exercise design and development processes.
-Knowledge of project and program management needs assessment, evaluation, and analysis and possess the ability to track corrective actions.
-Ability to prepare and coordinate written plans, policies, and procedures.
-Ability to develop and lead training and exercise program initiatives through frequent contact with local governments, state agencies, and emergency management stakeholders from all levels up to the Office of the Governor.
-Ability to establish and monitor goals and performance standards for an Exercise Program.
-Ability to conduct research, conduct needs assessments and analyze findings.
-Ability to plan and implement projects.
-Communicate effectively with both oral and written skills.

Additional Considerations

-Relevant emergency management experience.
-Documented experience in adult training or education preferred or equivalent -combination of training and experience.
-Completion of ELK146 HSEEP completion and NIMS Compliant.
-Experience with technical writing.
-Knowledge of FEMA and Virginia Radiological Preparedness Program as well as working knowledge of Virginia local and state government organization and operations.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
