Job Duties

Assists the Area Service Delivery Manager (ASDM) in planning and directing the consistent and appropriate delivery of Virginia Works programs and services in the American Job Centers located in the designated Workforce Area. Works with the ASDM to effectively manage the daily office activities related to program, resource and performance management; staffing and professional development; operations; customer service and relations; technology and equipment; employer outreach and job services; and mandatory reporting. Ensures the implementation of the goals and objectives of the Service Delivery Division within the designated office, which operationally focuses on helping Virginia’s employers connect with the workers that they need to do business. As a key liaison to the business community, promotes agency services and programs; recommends process improvements; conducts employer outreach and training; makes presentations; serves on committees and/or boards; and participates in promotional and educational events

Minimum Qualifications

• Knowledge of employment, workforce and job services; management principles and practices; quality assurance standards; the relevant business community and economic indicators; and service delivery models.
• Strong interpersonal, leadership, decision making, facilitation, team building, and computer skills (e.g., MS Office Professional).
• Demonstrated ability to supervise, mentor and train staff; manage daily operations, complex problems, and administrative functions (budget/procurement/IT/ facilities/HR); conduct training and make presentations; contribute to a team environment; build and maintain positive working relationships and partnerships; implement policies and procedures; collect, analyze and report data; and provide technical assistance.

Additional Considerations

• Knowledge of employment service issues related to Wagner-Peyser and the Workforce Innovation and Opportunities Act of 2016; state and federal requirements related to workforce services programs; governmental operations; and unemployment insurance programs.
• Experience working as an office manager, managing workforce programs and administrative operations.
• Certified Workforce Development Professional (CWDP) or related certification.
