Job Duties
The Department of General Services (DGS) is seeking a skilled and detail-oriented IT professional to support enterprise-level applications and provide technical expertise for critical state procurement systems. As a key member of the application support and development team, you will work closely with business units to ensure smooth operation, enhancements, and data integrity of the eVA platform Supported systems include both custom developed and commercial software.
This position plays a central role in managing and supporting eVA’s core components, including invoice processing, dashboards, data warehouse systems, and customer support services. You will be responsible for SQL development, project coordination, documentation, and operational support. Primary responsibilities include, but are not limited to:
- Provide ongoing support for strategic eVA projects, including invoice process completion and dashboard/data warehouse enhancements.
- Deliver technical guidance to internal teams and business units on eVA applications and services.
- Monitor and coordinate project schedules, define requirements, and ensure timely task completion.
- Develop and implement support plans for new and existing eVA enhancements.
- Lead testing activities and ensure thorough validation of application upgrades and fixes.
- Troubleshoot and resolve application issues and provide timely customer service.
- Serve as a liaison with customers to resolve issues and deliver high-quality support.
- Maintain and develop technical documentation for operational use and user guidance.
- Collaborate effectively across teams and contribute to administrative support efforts as needed.
- Write and debug complex SQL queries in Oracle PL/SQL and Microsoft SQL Server T-SQL environments.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) upon completion of an approved telework agreement.
Minimum Qualifications
- High-level experience writing SQL queries using both Oracle PL/SQL and Microsoft SQL Server T-SQL
- Deep understanding of database design, data mapping, and data mining concepts
- Strong background in developing, testing, and debugging stored procedures and views
- Demonstrated ability to analyze and troubleshoot data abnormalities across systems
- Experience with application programming and debugging for both Oracle and SQL Server environments
- Skilled in developing user documentation, workflows, and technical system guides
- Proven ability to communicate and collaborate effectively with stakeholders at all organizational levels
- Strong organizational skills and the ability to manage priorities in a technical environment
Additional Considerations
- Experience with Business Intelligence tools such as Power BI, Crystal Reports, and Logi Info Studio
- Familiarity with Microsoft .NET development environments
- Experience supporting and maintaining the Commonwealth’s eVA procurement application and modules
