Job Duties
The incumbent in this position would be responsible for administering the Agency’s Small Purchasing Charge Card (SPCC) program as well the Voyager vehicle card program in compliance with the Commonwealth’s SPCC Program Policies and Procedures issued by Virginia Department of Accounts. Card administration program activities, include card issuance and closure, user setup and maintenance, and issue resolution. Responsible for completing required cardholder management activities in the card issuer’s system, currently Bank of America, as well as any internal system the Agency utilizes. Oversees distribution of new/replacement cards to cardholders. Acts as primary point of contact for agency cardholders, approvers and reviewers, and support resolution of cardholders, merchants, transactions and programmatic issues. Maintains complete records of SPCC program and cardholder management activities. Oversees the record retention process for cardholders and transaction documents. Prepares and submits monthly certifications and annual reports to DOA, as well as other reports as necessary for audit and effective program management purposes. Reviews various PCard program reports and performs analysis to ensure compliance with State, Federal and Agency policy and proactively improve PCard program. Coordinates with Director of Planning & Finance or designee to perform required program management and auditing activities. Manages cardholder training program and enforce retraining/suspension/revocation of non-compliant cardholders.
Minimum Qualifications
* Strong background in purchasing, or procurement experience.
* Skill in effective use of applicable technology/systems including proficiency with ERP/Financial Systems and MS Office applications, particularly with MS Excel and Outlook.
* Ability to effectively communicate both verbal and written thoughts, ideas, and facts.
* Ability to work cooperatively with others and independently.
* Ability to demonstrate, understand, apply, and adhere to all policies and procedures as written.
* Skill in interpersonal relationships, including using tact, patience, and courtesy.
* Skill in complex problem solving and reviewing related information to develop and evaluate options and implement solutions.
* Ability to compile, organize, interpret, and communicate accounting data and results concisely.
* Ability to reconcile data entry to source documents and review work for accuracy.
* Ability to prepare oral or written communications, such as presentations, reports, and documents.
* Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
* Ability to accurately prepare and maintain auditable records, files, and reports.
* Ability to adapt or modify processes in response to changing circumstances.
Additional Considerations
* At least one (1) year Purchasing Card Program experience within state government preferred.
