Job Duties

The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as the HR Business Consultant.

Working as the HR Consultant, this position will be fluid and cover a multitude of areas.

This role will manage the classification and compensation role, optimize workforce management by partnering with the HR Programs manager and be a key leader in organizational change management.

This position will partner with executive leaders to provide guidance, communication and structure centered around organizational changes such as positions departments and ensure those changes are communicated appropriately amongst employees. This is critical to ensure we not only remain within the confines of the policy, but it also contributes to a healthy workplace culture. It is responsible for overseeing and managing the development, implementation, and administration of the agency’s classification and compensation programs, to include completion of the Salary Administration Plan.

This position will ensure that the agency’s pay structures and classification systems are competitive, equitable, and aligned with state and federal policies and laws.

This position requires a strong understanding of state compensation policies, job analysis and job classification structure, data analysis and market trends, and applicable state and federal laws.

Minimum Qualifications

• Considerable knowledge of HR management principles, policies, and practices.

• Proven experience in organization and people change management practices and procedures.

• Ability to interpret and apply policies and procedures, work independently, and communicate effectively with all levels of staff.

• Ability to maintain confidentiality and handle sensitive information with discretion.

• Advanced knowledge of compensation strategies, job evaluation methods, and job classification structures.

• Experience interpreting and applying state and federal laws for compensation and classification functions.

• Experience with strategic planning and workforce development.

• Demonstrated experience in managing large, complex classification and compensation programs, preferably in a government or public sector environment.

• Strong analytical and problem-solving skills with the ability to interpret complex data and make informed decisions.

• Excellent written and verbal communication skills, with experience presenting complex information to senior management and stakeholders.

• Strong leadership and interpersonal skills with a focus on team development and collaboration.

• Considerable experience with MS Office Suite and HRIS (including but not limited to Cardinal and PageUp).

Additional Considerations

• Experience working in a state government or public sector agency.

• Certification in Change Management.

• Previous technical, operational, and consulting/advisory experience as an HR specialist is preferred. Professional certification (SHRM and/or HRIC) is highly desirable.

• Preferred bachelor’s degree in human resource management, business administration, or related field preferred or experience that resulted in the acquisition of the required knowledge, skills, and abilities.

• Completed coursework or knowledge of human resource management, organizational psychology, business administration, policy analysis or related work.
