Job Duties

The Virginia Department of Health’s Office of Licensure and Certification is hiring for the next Director, Certificate of Public Need (COPN) and other associated programs. This position will report to the Director of Licensure and Certification. Come lead the Division that has a direct impact on the expansion of Health Care facilities in Virginia!

This position will provide oversight of 3 work units within the Office of Licensure & Certification (OLC): 1) Certificate of Public Need, 2) Cooperative Agreement, and 3) Managed Care Health Insurance Provider/Peer Review Agency (MCHIP/PRA).

The Certificate of Public Need (COPN) program requires that a provider of health care services must demonstrate that a public need exists, and receive a COPN approval from the Commissioner of Health for certain listed equipment and services, before establishing the service or adding capacity. This Director will oversee the research and lead the process of making a recommendation to the Commissioner of Health on the expansion or additions of healthcare facilities in Virginia.

This position manages the COPN work unit, consisting of 7 staff members, to ensure that major medical care facility expenditures are necessary, avoid unnecessary duplication of existing facilities, and represent the most cost-effective options for delivering medical care services.

This position also provides direction to a team of 5 analysts responsible for actively monitoring a Cooperative Agreement in Southwest Virginia, including assessing the extent to which anticipated benefits are being achieved, ensuring compliance with all terms and conditions of the approval, and documenting related activities.

Points of focus for this Cooperative Agreement are: marketplace value, equitable access to care, adequate number of providers, system operating performance, system culture, academic and research impact, population health improvement and the system's monetary commitments.

Additionally, this position oversees the MCHIP/PRA work unit, made up of 3 staff members, which monitors MCHIP/PRA network adequacy and quality for carriers offering coverage within the Commonwealth and under the ACA. This role requires frequent interaction with private and public sector employees, citizens, officials, boards, and organizations.

Other responsibilities for this position include include resource management of finances, staff, facilities, and equipment. Independently designing and managing programs within agency goals and objectives, and implements multiple COPN regulatory services that are primarily long range in focus. A comprehensive knowledge of the program(s) and services provided as well as the ability to integrate service delivery methods to meet quality and efficiency requirements and the ability to supervise staff are necessary.

Minimum Qualifications

• Knowledge and experience in principles/practices that support assigned program
• Knowledge and experience in administrative and business practices, programmatic and operational controls, personnel management and budgetary controls
• Ability to apply knowledge and skills in program evaluation, analysis and strategic planning
• Skills and experience in leadership, interpersonal communications and public speaking, working with boards, committees, hospitals, local, federal and state agencies


Additional Considerations

• Health Care Administration experience preferred
• Progressively responsible administrative and managerial experience in a governmental/quasi-governmental organization or agency
