Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Chief Medical Officer. The selected competitive candidate will provide exceptional delivery of services to the agency’s Office of Chief Medical Officer.

The Chief Medical Officer (CMO) functions as a key member of the Executive Team, providing clinical leadership and management in support of the Agency’s mission.

Advances key initiatives to achieve the quadruple aim of improving patient and provider experiences, improve population health, and reduce healthcare costs.

Job responsibilities will include, but are not limited to:

The CMO will also have management responsibilities, such as leading the Medical Support and Pharmacy Teams.

The CMO will lead the development and implementation of clinical policies, standards, and practices consistent with sound medical practice that affects the members as well as the provider and advocacy communities.

As part of the agency Executive Leadership Team, the CMO will work closely with the Governor’s office, Office of the Secretary of Health and Human Resources and other key agencies’ leadership.

The CMO will serve as Chairperson of the Virginia Medicaid pharmacy and therapeutics committee and advises the Director on the maintenance of the formularies and preferred drug lists.

The CMO will interact on a regular basis with Managed Care Organizations (MCO) medical directors and will provide medical oversight across all the MCOs.

The CMO will work closely with clinical, non-clinical, technical teams within the agency and other state agencies.

Other key responsibilities include analysis of proposed legislation and testimony at legislative committee meetings, leadership on Social Determinants, and serving as a liaison to the healthcare provider community.

The CMO represents the agency at the national and state level on task forces, to national membership associations, and is expected to be part of statewide coalitions and planning efforts directed at developing and improving Medicaid program.

A Graduate from an accredited medical school and residency program.

Training in Family Medicine, Pediatrics, or Internal Medicine preferred.

The incumbent must maintain a current medical license to practice in the Commonwealth of Virginia, be Board Certified, or be eligible for Board Certification in a appropriate area of medicine.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Extensive knowledge/experience of clinical practice, with extensive experience in healthcare leadership.

Extensive knowledge/experience with managed care delivery systems and assessments of quality through metrics.

Extensive experience with developing medical policy recommendations, based on comprehensive research and analysis.

Extensive experience of systems/programs/computer software, to include Microsoft Suites.

Extensive knowledge/experience with Medicaid (Medicaid and CHIP federal and state laws, regulations and policies), managed care or public health systems.

Extensive experience with meeting deadlines and managing multiple priorities/initiatives.

Extensive experience with effectively communicate and collaborate with internal and external stakeholders regarding rational for specific policy, program, and clinical recommendations, as well as development of medical policy recommendation.

Extensive experience with managing and leading teams/units.

Extensive experience/knowledge of state legislative process as a lead professional state agency representative.

Additional Considerations

Competitive candidates should meet these additional considerations:

Extensive years of clinical experience or several years of clinical practice serving Medicaid beneficiaries, preferably in a managed care environment.

Considerable training in Family Medicine, Pediatrics, or Internal Medicine.

Considereable knowledge of value-based purchasing, delivery system reform, and care coordination models.

Considerable experience evaluating new or modified codes such as the Healthcare Common Procedure Coding System (HCPCS).

Extensive experience with leadership skills necessary to analyze and articulate complex policy concepts, envision change, and promote creative and innovative approaches.
