Job Duties

The Office of the State Inspector General (OSIG) is seeking a qualified individual for the position of Audit Oversight Manager within its Audit and Compliance Division. The Office of the State Inspector General’s mission is to deter fraud, waste and abuse while promoting accountability and excellence within the Commonwealth. The primary purpose of the position is to provide a quality assurance function within the agency and externally for oversight of the executive branch state agency internal audit departments. This position will ensure compliance with Generally Accepted Governmental Auditing Standards (GAGAS), International Professional Practices Framework (IPPF) guide, the Association of Inspectors General (AIG) standards, and DOA ARMICS and provide oversight for the state agency internal audit programs and to oversee the statewide training program. This position will serve as a subject matter expert in GAGAS. This position is also responsible for gathering and analyzing internal audit information and providing feedback to executive management for audit and investigative planning purposes, and to internal audit functions regarding issues and best practices identified. Additionally, the position leads the internal audit quality assurance review program and may conduct special investigations or special projects.

Minimum Qualifications

Demonstrated ability to assess quality control of audit work in compliance with auditing standards, including GAGAS, and IIA Standards. Demonstrated ability to interpret and apply Generally Accepted Government Auditing Standards, Generally Accepted Accounting Principles, IIA Standards and any other applicable auditing and inspector general practices. Demonstrated ability to identify and interpret applicable federal, state and local government laws, regulations and statutes. Demonstrated ability to review audit work papers, methods and techniques; and perform appropriate analysis. Demonstrated ability to use various query tools to retrieve data. Demonstrated ability to write reports. Experience with auditing software Pentana, or similar package. Intermediate PC skills (Windows, Word, Excel, email) are a must. High school graduate or equivalent.

Additional Considerations

Certified Internal Auditor (CIA) professional certification. Agency Risk Management & Internal Control Standards (ARMICS) experience. Certified Public Accountant (CPA), Certified Government Auditing Professional (CGAP), Certified Inspector General Auditor (CIGA), Certification in Risk Management Assurance (CRMA), Certified Information Systems Auditor (CISA) or other applicable professional certification.
