Job Duties

The Senior Talent Acquisition Consultant is a key driver in advancing DMV's talent strategy, ensuring that recruitment and staffing efforts attract top talent committed to the agency's mission of security, safety, and exemplary service. Serving as a strategic TA Consultant responsible for end-to-end recruitment and selection processes, this position leads full-cycle recruitment with precision and professionalism while managing appropriate transaction actions to process pay actions. The Senior Consultant provides comprehensive assistance and solutions to agency management, acting as a strategic partner who fosters a streamlined, efficient hiring process that maintains compliance with all federal and state regulations.
This position is responsible for talent acquisition across DMV and the Motor Vehicle Dealer Board, serving as a subject matter expert in recruitment best practices and candidate experience management. The role contributes directly to building a skilled and motivated workforce that aligns with DMV's goals and values while ensuring adherence to diversity, equity, and inclusion principles throughout the hiring process.

Key Responsibilities include:

Recruitment Coordination

Strategic Planning:
Collaborate with hiring managers to conduct comprehensive workforce planning sessions, identifying current and future staffing needs based on organizational goals and budget constraints

Needs Assessment:
Partner with department heads to analyze position requirements, including technical competencies, soft skills, and cultural fit criteria for each role

Approval Management:
Navigate the recruitment approval process by preparing detailed justifications, tracking approval status through appropriate channels, and maintaining comprehensive documentation

Job Posting Development:
Create compelling, accurate job postings that attract qualified candidates while ensuring compliance with EEO regulations and DMV branding standards

Recruitment Strategy:
Develop targeted recruitment strategies for hard-to-fill positions, including specialized outreach methods and timeline management

Recruitment and Selection

Multi-Platform Posting:
Develop and post comprehensive job announcements in PageUp and supplementary platforms (LinkedIn, Indeed, government job boards) with attention to timing, accuracy, and brand consistency

Advanced Sourcing:
Employ diverse candidate sourcing methods including:
Active recruitment through LinkedIn Recruiter and professional networks
Career fair participation and booth management
University partnerships and campus recruiting events
Professional association outreach and industry networking
Referral program management and passive candidate engagement

Application Screening:
Conduct thorough application reviews using structured evaluation criteria based on Essential Work Performance (EWP) standards, ensuring consistent and fair assessment practices

Interview Process Management:
Collaborate with hiring managers to develop behavioral and technical interview questions aligned with job requirements
Coordinate and conduct initial screening interviews using structured interview techniques
Facilitate panel interviews and provide interview training to hiring managers
Maintain interview documentation and candidate evaluation records

Selection Process Oversight:
Review hiring manager interview assessments and selection recommendations for compliance with merit-based hiring principles and legal requirements

Compensation Coordination:
Work closely with Classification and Compensation team to determine appropriate salary offers based on candidate qualifications, market data, and internal equity considerations

Candidate Communication:
Maintain professional, timely communication with candidates throughout the entire process, including status updates, interview scheduling, offer negotiations, and rejection notifications


Outreach and Job Fair Management 

Develop and implement comprehensive outreach strategies to reach diverse candidate pools, including underrepresented groups and specialized talent markets

Job Fair Coordination:
Plan, coordinate, and execute participation in career fairs and recruitment events, including:
Researching and selecting appropriate career fairs and recruitment events aligned with organizational needs
Preparing booth materials, promotional items, and informational resources
Coordinating booth setup, staffing schedules, and logistics
Managing booth operations and candidate engagement during events
Conducting on-site interviews and initial candidate screenings

Partnership Development:
Establish and maintain relationships with:
Universities and community colleges for campus recruiting programs
Professional associations and industry organizations
Community organizations and diversity-focused groups
Military transition programs and veteran service organizations
Trade schools and technical training institutions

Event Management:
Organize and host recruitment events including:
Information sessions at DMV facilities
Virtual career events and webinars
Hiring events for specific positions or departments
Open house events for potential candidates

Marketing and Branding:
Develop recruitment marketing materials and campaigns to enhance DMV's employer brand, including:
Creating compelling promotional materials and presentations
Managing social media presence for recruitment purposes
Developing recruitment videos and testimonials
Coordinating with communications team on recruitment messaging

Outreach Tracking and Analytics:
Monitor and evaluate the effectiveness of outreach efforts through:
Tracking candidate sources and conversion rates from events
Measuring return on investment for recruitment activities
Analyzing diversity metrics from outreach efforts
Preparing reports on outreach effectiveness and recommendations for improvement

Community Engagement:
Represent DMV at community events and professional gatherings to build awareness of career opportunities and enhance organizational reputation as an employer of choice

On-Boarding Support 

Pre-Employment Processing:
Manage comprehensive candidate processing including:
Background check coordination and follow-up
Fingerprinting scheduling and tracking
Reference verification and documentation
Medical clearance coordination where applicable

New Hire Coordination:
Notify HR Services team of new hires with complete documentation packages, ensuring smooth transition from recruitment to onboarding
Equipment and Access Preparation:
Coordinate with IT and facilities teams to ensure workspace, equipment, and system access are prepared for new employee start dates
First Day Facilitation:
Provide initial orientation support and serve as primary contact for new hire questions during transition period

Human Resources Administration 

Compliance Management:
Create and maintain recruitment folders in strict compliance with DMV policies, federal regulations, and retention schedules

Data Management:
Update and maintain multiple HR databases and tracking systems including:
Talent Acquisition Dashboard with real-time metrics
Fingerprint background tracking sheets
Candidate pipeline reports and analytics
Time-to-fill and cost-per-hire tracking 

Ensure all recruitment activities are properly documented with audit-ready files and complete candidate records

Reporting and Analytics:
Generate regular reports on recruitment metrics, diversity statistics, and process improvement recommendations

Minimum Qualifications

• Strong knowledge of human resource management principles and practices.
