The Virginia Talent + Opportunity Partnership (V-TOP) is operated and a collaborative effort between the State Council of Higher Education for Virginia (SCHEV), the Virginia Chamber of Commerce, the Virginia Business-Higher Education Council (VBHEC) and Virginia colleges and universities. This unique-in-the-nation program is focused on significantly increasing the number and quality of work-based learning opportunities for Virginia students (paid internships, co-ops, apprenticeships, project-based experiences, etc.). About the Position
The Associate for Innovative Work-Based Learning Initiatives is an engagement and outreach role at V-TOP. The position presents opportunities for the selected candidate to contribute to the design of the upcoming program expansion. This position is hybrid, where the candidate works in person at the SCHEV office in downtown Richmond, Virginia, and has an opportunity to telework. However, this is determined on an individual basis. The incumbent also will travel frequently to assigned regions to attend V-TOP activities (training, meetings, events, etc.). This position is considered an excepted position with a contractual agreement.
SCHEV is seeking a forward-thinking individual to fill the position of Associate for Innovative Work-Based Learning Initiatives to assist the state agency with the Innovative Internship Fund and Program (IIF&P), as created in 2019 in statute (see Va. Code § 23.1-903.4), which expands paid and credit-bearing opportunities for student internships and other work-based learning opportunities in collaboration with employers. The IIF&P is known externally as the Virginia Talent + Opportunity Partnership (V-TOP).
On behalf of the SCHEV Council (board), the agency executive director and V-TOP leadership, the Associate for Innovative Work-Based Learning Initiatives will apply their knowledge of research and best practices in the field of work-based learning to multiple V-TOP initiatives related to the readiness of employers, students, and institutions of higher education to significantly scale work-based learning opportunities in the Commonwealth. More specifically, the incumbent will support existing partnerships, and develops new relationships, with employer-related organizations that assist their members to offer high-quality experiential learning opportunities to Virginia students; and will assist with the co-collaboration and coordination of statewide efforts with V-TOP leadership and the existing Associate for Innovative Work-Based Learning Initiatives; and will collaborate with the nine regions to enhance the partnership and engagement of V-TOP resources with K-12 work-based learning coordinators.
Duties
In collaboration with the V-TOP team, the Associate will be responsible for but not limited to:
• Providing programmatic guidance and support to contractual and non-contractual partners, regional partners, government agencies, industry groups and associations, service providers, collaborators and vendors.
• Working collaboratively with existing staff (Associate for Innovative Work-Based Learning Initiatives) Work-Based Learning Analyst, and V-TOP regional partners to coordinate regional work-based learning activities.
• Supporting the development, review, and monitoring of proposed targets and outcomes for V-TOP-funded institutional partners that serve as regional collaborative intermediaries.
• Monitoring regional collaborative compliance with grant requirements, including the formation and facilitation of stakeholder groups, tracking institutional engagement, and promoting V-TOP resources such as learning management modules for students, institutions, and employers, professional development scholarships, and promotion of state-level events, including Virginia Intern Day.
• Helping to continuously track and report the outcomes of V-TOP and evaluating the effectiveness of resources based on recommendations and feedback from SCHEV and V-TOP leadership, external evaluators, and stakeholders.
• Providing support as needed with training, educating, and supporting the implementation and sustainability of resources across regions.
• Providing information about the V-TOP program and resources through various formats, including in-person and virtual settings, such as information sessions, workforce events, and conferences.
• Providing guidance on tracking and reporting regional outcomes on employer engagement and work-based learning activities.
• Acting as the liaison for support between businesses and institutions of higher education within the regions regarding work-based learning activities.
• Implement and expand the statewide messaging and marketing strategy for internships and work-based learning.
• Working collaboratively with the V-TOP team and other stakeholders on designing new resources for student-, employer- and institutional-readiness
• Contributing to V-TOP’s growth and the creation and implementation of new initiatives via development of recommendations and proposals, and then taking ownership of new activities.
Minimum Qualifications
• Experience demonstrating knowledge, skills and abilities to support the readiness of employers to host high-quality work-based learning experiences for students.
• Experience demonstrating knowledge and understanding of student career development.
• Experience presenting career readiness information to diverse audiences.
• Knowledge of hiring trends, recruiting, job search strategies, project-based learning and career exploration.
• Knowledge of grant monitoring and program oversight.
• Experience connecting students and employers for networking, career advancement, and employment purposes.
• Considerable experience in higher education or a corporate environment focused on college recruiting, human resources and/or career development.
Additional Considerations
• Experience designing, developing and implementing effective workshops on career development topics.
• Experience coordinating events and programs.
• Experience developing and implementing marketing campaigns.
• Strong computer skills, including Canvas, Microsoft Word, Excel, and PowerPoint.
• Work experience demonstrating extensive oral and written communication skills; ability to prepare clear and concise reports, presentations, training sessions, policies, procedures, correspondences and other written materials.
• Extensive experience working in a higher-education program administration environment, or experience working in a corporate environment focused on college recruiting, and/or student career development.
