The Division of PRR at DCR is looking for the best and the brightest the Commonwealth has to offer! And right now, we’re in need of two top-notch individuals who can join our team as Capital Outlay Project Managers.
The Division of Planning and Recreation Resources Design and Construction (DAC) section provides engineering, architectural, and real property support to all Agency divisions in the areas of capital outlay, maintenance, and technical assistance to enhance the Agency’s efforts and initiatives to conserve Virginia’s natural and recreational resources.
In the role, the selected candidate will:
- Manage all aspects of the planning, design, and construction management of Capital Outlay, Maintenance Reserve, and special projects as assigned.
- Effectively and efficiently manage the planning phase of assigned projects. The planning phase contains, but is not limited to, the research, preparation, and presentation of DAC planning reports to match project scope and budget; management of consultants for Environmental Impact Reports and archeological studies, if required, without affecting project schedule; and champion the process to bring all stakeholders to consensus on final project scope within assigned budgets.
- Solicit for, negotiate with, contract with, and direct architectural and engineering consultants for project design development with special attention to schedule and budget.
- Review project schematic, preliminary, and working drawings for conformance with authorized scope, good engineering practice, code compliance, and other directives.
- Effectively and efficiently oversee and maintain project budgets and schedules.
- Coordinate project designs with State, Federal, and local regulatory authorities including but not limited to: DEB, VDH, DEQ, VMRC, DOLI, DHR, AARB, ACOE.
- Coordinate project designs and work closely with interagency divisions such as but not limited to: State Parks, Natural Heritage, and Real Property.
- Manage all aspects of construction administration in accordance with Capital Outlay requirements including contract award, bonds, schedules, pay requests, change orders, inspections, testing, dispute settlements, completion reports, and close out documentation with special attention to schedule, budget, quality, and client satisfaction.
- Mediate contractual concerns between A/E, Contractor, and Owner.
- Respond to customers in writing, by email, and over the phone in a timely manner.
- Review and provide project documents during all phases of project development for quality assurance, value engineering, and cost estimation.
- Develop quality assurance plans that establish requirements for shop drawings, sample submittals, field testing, and laboratory testing.

Minimum Qualifications
- Engineering knowledge and technical understanding of building and site design.
- Knowledge of contractual relationships and standards of design and construction with special emphasis on quality control methods and project administration.
- Skill in planning, coordination, and administration in a complex organizational relationship.
- Ability to provide clear instruction and training in owner-directed procedures and construction quality assurance to full-time inspectors.
- Knowledge of project planning and its unique aspects of utility management and coordination.
- Knowledge of construction budgeting.
Additional Considerations
- Professional Engineering Licensure (PE), or Engineer-in-Training (EIT) designation.
- Knowledge of Construction & Professional Services Manual (CPSM) and guidelines.
- Virginia Construction Contracting Officer (VCCO) certification.
- Knowledge of the state construction procurement protocol.
- Experience in a procurement environment with a construction management type organization.
