About the Position
The Library of Virginia seeks an experienced and visionary leader to serve as Chief of Library Development. Reporting to the Librarian of Virginia, this senior-level position administers and oversees programs and services for Virginia’s public libraries, ensuring timely, accurate, and impactful consultation on policy, funding, training, children, youth, and adult services, technology initiatives, and strategic planning.
As a key member of the Library’s Senior and Management Leadership Teams, the Chief provides strategic leadership, ensures responsible oversight of state and federal library funding, and advances library services across the Commonwealth in alignment with the Library’s mission and statutory responsibilities.
Key Responsibilities
· Program Administration – Lead the Library Development Division, coordinating programs and staff to ensure high-quality consultation, training, and services in library governance, management, technology, and continuing education.
· State & Federal Funding Oversight – Administer the State Aid to Local Public Libraries program and the Library Services and Technology Act (LSTA) program, ensuring compliance with laws, regulations, and funding guidelines.
· Strategic Leadership – Develop and implement division strategic directions, objectives, and goals, create and oversee staff work plans; monitor trends in library and information services; evaluate and adjust programs based on constituent needs while keeping diversity, opportunity, and inclusion at the forefront.
· Constituent & Professional Engagement – Represent the Library with elected officials, state and local agencies, and professional organizations, including the American Library Association, Virginia Library Association, and Virginia Public Library Directors Association.
· Statewide Advocacy - Continuously promote public awareness of statewide library services and resources; advocate that every Virginian has universal access to exceptional and inclusive library services, resources, and facilities, while facilitating collaboration between Virginia libraries.
· Collaboration – Serve on leadership and management teams, contribute to strategic planning, policy development, grant proposals, and budget requests; maintain strong communication channels between Library of Virginia leadership and Library Development staff.
Minimum Qualifications
· Master’s degree from an ALA-accredited program in Library and Information Science.
· Progressive professional library experience, with a preference for candidates who have public library experience.
· Comprehensive knowledge of public library management and trends in 21st-century library services.
· Familiarity with federal LSTA programs, state aid programs, and library data collection practices.
· Demonstrated skill in strategic planning, program evaluation, and budget management.
· Proven ability to lead, motivate, and develop professional staff.
· Strong communication and presentation skills.
Additional Considerations
· Experience managing large-scale grant programs or public funding initiatives.
· Record of fostering partnerships and collaborations with and/or in public libraries.
· Active engagement in state or national professional library organizations.
