Job Duties
• Define project scope, goals, and deliverables in collaboration with stakeholders.
• Develop detailed project plans, timelines, and resource allocations.
• Take an active role in providing input on the architecture, design, development, and implementation of innovative solutions that address business needs and help achieve agency strategic goals.
• Collaborate with cross-functional teams, often including developers, analysts, QA, and external vendors.
• Managing project timelines, risks, dependencies, and quality standards.
• Communicating clearly and proactively with stakeholders and leadership.
• Ensuring alignment with the Software Development Lifecycle (SDLC) and security standards.
• Overseeing testing, integration, and deployment to maintain system integrity and performance.
• Evaluating outcomes and ensuring deliverables meet user and business needs.
• Gathering and documenting complex system requirements.
• Producing detailed documentation (use cases, workflows, wireframes, ER diagrams).
• Ensuring application security and performance by following best practices.
• Supporting production troubleshooting and ongoing system performance monitoring.
Minimum Qualifications
• Bachelor’s degree from a four-year college or university in computer science or closely related field and 7+ years of experience. Experience may substitute for education in some situations.
• This position requires comprehensive experience in leadership, analysis, problem solving, administration, and proactive cost management.
• Experience with the software/systems development life cycle and managing large, complex technology projects.
Additional Considerations
PMP certification or equivalent strongly preferred.
Financial or Investment industry experienced strongly preferred.
Demonstrated working knowledge of the following tools/technologies:
• Project management toolkits and software solutions
• Highly proficient with Microsoft office applications (Word, Excel, PowerPoint, Outlook, etc.)
• General software development practices
• General technology security standards and practices
Expert knowledge and experience in the following:
• Project management
• Systems analysis
• Software development life cycle
• Technology services management

The current hybrid schedule for technology employees is 3 days onsite (Tuesday, Wednesday and Thursday) and 2 days remote (Monday and Friday). All employees must be able to work the current hybrid schedule and report to the office as needed on designated remote days.
