Job Duties
Essential Duties and Responsibilities include the following (other duties may be assigned):
• Maintain expertise on all types of PPS eligibility and purchase options as defined by the applicable section of the Code of Virginia.
• Maintain a complete understanding of how the requirements of the Code of Virginia are incorporated into the business rules in VRS systems, including how the VRS system determines eligibility, calculates PPS cost, determines available payment options, and applies payments received.
• Analyze all system issues in the determination of PPS eligibility, PPS cost, or payment application.
• Submit detailed requests to correct affected member records.
• Thoroughly test all corrections to member PPS records prior to deployment.
• Analyze all system issues in the determination of PPS eligibility, PPS cost, or payment application to determine when changes to the underlying system code are required.
• Submit detailed requests for code changes and fully test changes developed prior to implementation.
• Provide guidance to employers with the establishment of employer-certified PPS eligibility and the establishment and maintenance of PPS purchase agreements in the VRS line of business system.
• Train employers on processes as required.
• Establish all VRS certified PPS eligibility, and research and establish all VRS refunded services not represented in the VRS line of business system.
• Research, analyze, and prepare refunded cost quote letters.
• Facilitate the transfer of funds through the PPS journals prepared by the accounting department.
• Respond to member and employer PPS verbal and written inquiries.
• Work on special projects as needed.
• Participate in cross-hierarchal teams and contribute to improving services across agency lines.
• Effectively works with all levels of management and staff to improve processes and procedures.
Minimum Qualifications
• Bachelor’s degree in Business, Statistics, Insurance, Public Administration, or a closely-related field; a combination of education and experience may also be considered.
• Ability to work with a large integrated enterprise system.
• Ability to interpret and apply administrative, legal, and regulatory guidelines; work in a changing legislative and regulatory environment; and assist in implementing system changes required to comply with new legislation and regulations.
• Excellent customer service skills.
• Proven analytical skills with superior problem-solving ability.
• Excellent verbal and written communication skills.
• Ability to follow established procedures; complete assignments within established deadlines; work well under pressure; conduct research; prioritize; manage time; and work independently with minimal supervision.
• Proficiency with Microsoft Office products, particularly Excel.
Additional Considerations
• Minimum two years experience in benefit administration, business, insurance, public administration, or legal services, preferred
• Knowledge of VRS benefits, preferred
• Proficiency with Tableau software, preferred

This is an hourly position with no benefits provided. The selected candidate will work a maximum of 29 hours per week, on average.

Currently, this position has a hybrid work schedule, working in the office two days (Tuesdays and Wednesdays) and working remotely three days (Mondays, Thursdays, and Fridays). January 2026: The hybrid work schedule will include three days on-site Tuesdays, Wednesdays, and Thursdays), and working remotely two days (Mondays and Fridays). The selected candidate must be able to work in the office any day of the week as required by the manager.
