Job Duties
This Shoreline Survey Program Coordinator position is an opportunity for a well-qualified, motivated individual with a focus on leadership, project management, environmental quality and public health. It is based out of one of the Division of Shellfish Safety and Waterborne Hazards field offices in Accomac, Kilmarnock and Norfolk, VA.
The Environmental Health Coordinator provides expert technical consultation to regulated businesses and agency field staff in assigned program areas. May provide consultation and liaison assistance to field units in designated regions. Interprets and applies environmental laws, regulations, policies and procedures to determine compliance and reduce risks to the public’s health in shoreline surveys of shellfish growing areas. Serves primarily as a leader or supervisor for a specific environmental program agency wide.
The Shoreline Survey Program Coordinator will work closely with VDH DSSWH staff, external stakeholders, and cross-state agencies to ensure that all shoreline survey work complies with most recent national standards and regulatory requirements. Duties include technical expertise and program management; training and standardization; and data management and analysis, through
coordination with field, lab and classification staff, quality assurance and subject matter expertise.
Minimum Qualifications
• Experience providing effective technical consultation to the public and agency staff.
• Considerable knowledge of instructional design, adult learning principles, needs assessment, evaluation methodologies, and training administration.
• Considerable knowledge and experience in the principles and methods of environmental health and the National Shellfish Sanitary Program.
• Advanced skills in data management, database oversight, data quality assurance (QA) techniques, and data analysis.
• Demonstration of strong collaborative skills, including the ability to prepare and deliver clear reports and presentations, and communicate effectively in writing and speech.
• Experience developing training, SOPs, job aids, or regulatory policies that ensure compliance and consistent program implementation.
• Working understanding of onsite sewage systems, wastewater treatment plants, sanitary and stormwater conveyance network’s function and relation to water quality.
• Extensive working experience of Geographic Information System software, including ArcGIS Online, ArcGIS Pro, Field Maps and Survey123. Applicants should have experience building and using maps in the field and managing data with
multiple users and stakeholders.
• Experience conducting shoreline surveys or related field investigations to identify, assess, and document actual or potential pollution sources impacting the environment.
Additional Considerations
• Relevant project management experience working both independently
and as part of a team.
• The responsibilities require a working knowledge of: experimental design; hypothesis testing; project coordination; quality assurance/control principles and techniques; technical writing; Federal/State laws and regulations; microbiological collections and laboratory analyses.
• Experience in trailering, launching, landing, maneuvering, and piloting of outboard
powered boats.
