Job Duties
The Department of Aviation is a small state agency with a mission to develop, promote, and advance aviation in Virginia. We are seeking an experienced, team-oriented Communications & Legislative Affairs Manager who is responsible for the communications, legislative and policy efforts for the Department of Aviation. This position focuses on developing and implementing communication strategies to effectively convey information about the agency and its initiatives to the public and other stakeholders. The position develops the agency’s annual plan for policy and engagement with the General Assembly and has responsibility for the development of legislative initiatives and coordinating legislative efforts internally and with external stakeholders. This position serves as the primary spokesperson for the agency. This position serves as the staff liaison for the Governor’s Aerospace Advisory Council, the New Airline Service Incentive Fund, and the Virginia Small Aircraft Transportation Systems Lab.
Minimum Qualifications
Knowledge, Skills, Abilities:
Demonstrated ability to develop and execute communication strategies to maintain a positive image and ensure consistent messaging across all platforms. Excellent written communication, verbal communication, and proofreading skills. Demonstrated ability to build and maintain strong relationships with diverse stakeholders. Working knowledge and experience of policy development working with the legislative process and state government. Strong time-management skills, with the ability to perform well under pressure and meet tight deadlines. Highly skilled in the use of all Microsoft Office software programs.
Experience:
Experience in crafting various communications, including presentations, press releases, talking points, etc. Public speaking and media relations experience. Experience conducting research and writing papers, legislative reports, talking points, studies, guidelines, or position statements. Experience with electronic legislation filing and tracking systems.
Additional Considerations
Legislative experience with a state transportation agency. Experience coordinating programs with other state agencies, private business, and organizations.
