Job Duties
This role is the Commission's in-house subject-matter expert on all technical aspects of wagering systems, including Historical Horse Racing (HHR), tote, and Advance-Deposit Wagering (ADW) platforms. The Wagering Systems Officer (WSO) is responsible for safeguarding the integrity, fairness, and security of Virginia's licensed wagering technology to maintain public confidence. This is a hands-on, specialized regulatory role, not an IT support position.
Key Responsibilities
1. Technical Inspection & Verification (40%)
· Conducts comprehensive technical inspections and analyses of all wagering systems (HHR, tote, ADW).
· Verifies that hardware, software (using methods like hash-code authentication), and algorithms operate in strict adherence to all regulatory standards for fairness, security, and auditability.
· Assesses the physical security of wagering devices and back-of-house components and evaluates the integrity of cashless wagering systems (e.g., TITO).
· Oversees the secure installation, movement, and decommissioning of all wagering terminals.
2. Compliance & Audit Support (30%)
· Ensures wagering systems comply with Minimum Internal Control Standards (MICS) by verifying transactional data and reviewing accounting procedures.
· Supports complex investigations into fraud, cheating, and financial crimes by analyzing system data and technical configurations.
· Helps develop risk-based compliance indicators to reflect new products, services, and emerging threats.
3. Technical Advisory & Training (30%)
· Serves as the primary technical liaison for all stakeholders, including facility operators, vendors, and independent testing labs.
· Advises on the impact of proposed regulations and emerging technologies.
· Develops and delivers training, SOPs, and technical materials for Commission staff.
· Supports problem gambling and harm minimization initiatives by evaluating the player protection features of wagering technology.
Minimum Qualifications
· Significant hands-on technical experience with electronic wagering machines or complex wagering systems, with a significant portion in a compliance or regulatory oversight capacity.
· Demonstrated experience conducting technical inspections and security assessments of hardware and software.
· Proven ability to interpret and apply complex technical standards, wagering regulations, and algorithms (e.g., RNGs, hash codes).
· Familiarity with Anti-Money Laundering (AML) laws and fraud prevention in a wagering environment.
Additional Considerations
· Direct experience working for a lottery, gaming or racing entity, or an independent testing laboratory.
· Specific expertise with HHR, tote, and ADW platforms.
· Knowledge of responsible gaming technology and player protection strategies.
