Job Duties
The Policy Governance & Reporting Specialist will perform key legislative, regulatory, and policy functions for the Virginia Department of the Treasury. This position will play an important role in supporting Treasury’s legislative responsibilities by monitoring introduced legislation, coordinating with staff on potential impacts, and preparing legislative reports. The Specialist will also assist with agency policy development and compliance by drafting and maintaining Treasury’s policies and procedures, managing FOIA requests, and ensuring required regulatory documentation is completed accurately and on time. In addition, the role will collaborate with leadership and staff to develop materials for presentations, reports, and other communications that support Treasury’s mission.

Key Responsibilities
• Monitor introduced legislation and track its potential impact on Treasury operations.
• Prepare legislative reports and coordinate communication with staff and leadership.
• Draft, maintain, and oversee agency policies and procedures to ensure compliance with state requirements.
• Manage FOIA requests in alignment with regulatory timelines and standards.
• Coordinate required regulatory documentation, including COOP and Conflict of Interest programs.
• Support compliance activities through research, analysis, and reporting.
• Develop and prepare materials for presentations, reports, and internal or external communications.
• Collaborate with cross-divisional teams on policy and governance initiatives.
• Provide staff support for committees, advisory groups, and agency-led initiatives.

Minimum Qualifications
The selected candidate will at least possess the following qualifications:
• Demonstrated understanding of regulatory compliance requirements, including FOIA, COOP, and Conflict of Interest programs.
• Extensive analytical and reporting skills; skilled in collecting, interpreting, and clearly presenting data.
• Familiarity with state and federal legislative processes, including experience in tracking and analyzing new regulations.
• Working knowledge of records retention policies and secure documentation practices.
• Excellent verbal and written communication skills, with considerable experience in preparing reports and interacting with stakeholders at all levels.
• Experience coordinating committees, leading initiatives, and working independently with minimal supervision.
• Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
• Exceptional organizational and time management skills, including the ability to manage multiple priorities and meet tight deadlines.
• High attention to detail and commitment to accuracy.
• Ability to handle confidential information with discretion and integrity.
Additional Considerations
• Coursework in Business Management, Policy Administration, Communications, or related field; or an equivalent combination of training and experience, preferably in state government.
• Availability to occasionally attend meetings or respond to incidents outside of standard business hours (e.g., during emergencies or VDEM activations).
