Job Duties

Provide informal legal advice to client agency by electronic mail, in-person, letter, memorandum, or telephone discussing authority for agency actions or inaction; respond to client agency requests for statutory and regulatory interpretations; respond to public inquiries; assist client agencies with response to public inquiries; provide FOIA-related advice; and resolve inter- and intra-agency disputes. Consult with client agency staff and provide informal reviews of proposed agency correspondence for conformity with constitutional requirements and state law.

Participate in client agency meetings, participate in negotiations on behalf of assigned agencies, and conduct negotiations with regulated parties concerning the imposition or enforcement of special orders and judicial decrees; advice to client agency staff concerning negotiation strategy and participation in and conduct of negotiations with parties; litigate on behalf of client agency where the foregoing do not produce compliance.

Represent the Attorney General at the meetings of the Secure and Resilient Commonwealth Panel.

Minimum Qualifications

• Knowledge of the law in the assigned specialty area developed through academic training, seminars, and legal
work experience in the specialty area.
• Knowledge of fundamental subjects in law.
• Knowledge oflegal research procedures.
• Knowledge of the preparation of pleadings and briefs, and presentation of arguments for cases before state and
federal agencies and courts, and administrative tribunals.
• Knowledge of the practices and procedures of the Office of the Attorney General.
• Supervisory and leadership skills.
• Skills of persuasion and consensus building.
• Computer literacy to include proficiency with Microsoft Office Suite, Netdocs, LawBase, etc.
