Job Duties
The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our VEST Division Director!
The VEST Division Director leads the Virginia Emergency Support Team (VEST) and ensures the operational readiness of the Virginia Emergency Operations Center (VEOC). This position requires a strategic leader with strong emergency management experience, exceptional interpersonal skills, and the ability to coordinate across local, state, and federal partners under high-pressure conditions.
Duties include but are not limited to:
- Direct and oversee VEST operations, including preparedness, response, and recovery activities across the Commonwealth.
- Supervise and support VEST staff and disaster response personnel, ensuring readiness, training, and accountability.
- Serve as the primary point of contact for the VEST, fostering collaboration among internal and external stakeholders.
- Manage VEOC operations, including facility oversight, technology systems (e.g., WebEOC, Everbridge), and resource coordination.
- Lead division-level project planning, budgeting, procurement, and performance management.
- Coordinate with the Training, Education, and Exercise Division (TEED) to align and deliver VEST training and exercises.
- Monitor situational awareness and ensure timely information sharing with VEST partners during emergencies.
Minimum Qualifications
- Strong leadership experience guiding diverse, cross-functional teams with an emphasis on performance optimization and team alignment.
- Strong presentation skills and demonstrated ability to conduct and deliver training effectively.
- Ability to plan, set goals and objectives, and analyze and evaluate data in order to make program modifications.
- Proven experience working with cross-jurisdictional partners, including federal, state, and local agencies. Strong knowledge of emergency operations structures and response/recovery protocols.
- Working knowledge of budget processes and procedures.
- Skilled in project management with a focus on aligning priorities and decision-making with the operational goals of VDEM and the VEST.
- Exceptional program and personnel management skills, complemented by strong organizational capabilities.
- Considerable knowledge of agency communications systems.
- Ability to utilize information systems.
- Expert computer skills, proficient in WebEOC.
Additional Considerations
- Current emergency management certification preferred (IAEM or VEMA).
- Experience in state government a plus.
- Prefer completion of the Emergency Management Basic or Advanced Academy.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
