Job Duties

Assist management by ensuring that federal grant fiscal reporting is reliable, accurate, and timely, and grant subrecipients are adhering to Virginia Works, state, and federal policies, regulations, and budgetary requirements.

Ensure fiscal aspects of assigned Virginia Works grant activities and operations are functioning efficiently and effectively, and procedures are in place to facilitate compliance.

Assist with the development of the Local Workforce Development Area (LWDA) Grant Agreements and issuance of award letters.

Ensure timely and accurate allocation, reporting, reconciliation, reimbursement, and close out of multiple complex grants.

Collaborate extensively with staff at LWDA boards, sub-recipients and vendors; provide technical assistance and training; monitor and process expenditures, budget revisions, authorizations, and transfer requests; receive and review board certifications; and ensure monthly and annual grant reports are prepared and submitted.

Minimum Qualifications

Strong knowledge of financial management, grants administration, and budget and expenditure tracking.

Strong analytical, organizational, time management, computer (MS Officer 365 or comparable), interpersonal, facilitation and oral/written communication skills. High proficiency in the use of spreadsheet and word processing software.

Ability to review, reconcile and monitor grant, budget and expenditure activities; analyze financial data and ensure compliance with funding restrictions; prepare, review and submit progress and financial reports; maintain file documentation for audit and review; provide technical assistance and training; ensure compliance, accountability and transparency; identify discrepancies and address them proactively; establish and maintain effective working relationships with federal, state, and local officials and staff; accurately interpret and apply policies, procedures, and regulations; and work successfully in a fast-paced, rapidly changing environment, independently and as a team member.

Additional Considerations

Experience administering the WIOA Title I Monthly Expenditure Detail Report application.

Experience working with federal grants and grants software.
