The Department of General Services (DGS) Office of Fiscal Services is hiring for a Controller. DGS is a statewide service agency that supports the mission of state and local governments by delivering quality, cost-effective, timely, safe and secure services for other state agencies, local governments, and citizens. DGS serves as the infrastructure for state government by providing laboratory testing, engineering and architecture services, real estate management, centralized procurement services, vehicle management, and more.

As part of the Office of Fiscal Services, the Controller supports this by leading and managing agency-level financial activities, including financial reporting, general accounting, fixed asset accounting, capital project accounting, and grant accounting. The Controller is also responsible for overseeing the implementation and operation of procedures and systems that provide the agency the ability to comply with all financial requirements, providing direct support to the Chief Financial Officer, agency division directors, program managers and staff, and external stakeholders such as the Department of Accounts and Department of Planning & Budget.

Job duties include, but are not limited to: 

  • Oversee Accounting and Financial Reporting operations of Fiscal Services including issue resolution, interfaces to the state financial system, and timely handling of processes and that proper internal controls exist.
  • Oversee grant reporting to include fund draw down, federal and state reporting, and financial oversight and planning.
  • Set the schedule for and oversee timely monthly and annual closing of the DGS financial system and report package distribution to DGS divisions.
  • Oversee preparation of reports and documentation needed for preparation of year-end financial statement and accompanying schedules, including coordinating year-end assignments to ensure all statewide reporting deadlines are met.
  • Ensure the accurate and timely completion of all required internal and external financial reports and financial audits, including providing DGS Management with timely and accurate financial analyses.
  • Review and approve monthly, quarterly, and yearly reports.
  • Assist in the development and/or implementation of changes to DGS’ internal accounting processes in order to comply with state and standard-setting body regulations and ARMICS standards.
  • Assist Chief Financial Officer and work with business unit managers to develop internal financial management reporting package that provides information critical to making sound business decisions.
  • Conduct regular reviews and audits to identify areas of improvement and implement corrective actions.

This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Requirements

  • Experience in finance, business, and accounting, including fund (general and non-general) accounting, fixed asset accounting, and lease accounting.
  • Extensive and progressive financial management experience, including experience planning and auditing operations.
  • Knowledge of financial policies and requirements such as GAAP and GASB, federal and state laws and regulations, and trends in government and public finance.
  • Experience with both accrual and cash basis accounting.
  • Knowledge of complex financial structures, revenue, and cash resources.
  • Experience preparing financial statements, attachments, and schedules.
  • Experience with monthly and year-end closing.
  • Experience training and leading teams.
  • Ability to analyze and interpret financial data and make sound recommendations.
  • Ability to oversee financial statement development, preparation, and analysis
  • Ability to develop and implement policies and procedures.
  • Ability to explain complex and diverse financial data
  • Excellent verbal and written communication skills, including the ability to explain complex diverse financial data and the ability to communicate effectively with fellow employees, all levels of management, government officials at all levels, and vendors.
  • Considerable skill in the use of computer software applications including email, word processors, and spreadsheets.

Additional Considerations 

  • Certified Public Accountant
  • Experience with reporting and compliance assurance with state and federal guidelines and regulations in a governmental environment.
  • Knowledge of the Commonwealth of Virginia’s business practices and the Commonwealth Accounting Policies & Procedures (CAPP) Manual.
  • Knowledge of capital outlay process and budgeting.
  • Experience managing professional accountants and staff.
  • Cardinal Financials experience.
