Job Duties

The Office of the Executive Secretary of the Supreme Court of Virginia is seeking a qualified and motivated professional to serve as a Circuit Court Analyst within the Department of Judicial Services (DJS). DJS provides administrative, procedural, management, and information technology support to judges and clerks across the Commonwealth.


This position offers a unique opportunity for an experienced court professional with strong training, communication, and analytical skills to play a vital role in supporting Virginia’s courts—particularly in the implementation of recent legislation, including the Criminal Sealing Bill.

Essential Duties & Responsibilities

Training & Education

  • Develop and deliver in-person, online, and recorded training for court personnel on the Circuit Case Management System (CCMS), Circuit Imaging System (CIS), and related applications.
  • Create and maintain user guides, training materials, and e-learning resources.
  • Lead training efforts related to legislative updates, especially the Criminal Sealing Bill.

Court Support & Technical Assistance

  • Provide day-to-day procedural and technical support to circuit courts via phone and email.
  • Serve as a subject matter expert in systems such as CCMS, CAISFORMS, Financial Accounting System (FAS), and CIS.
  • Assist courts with implementation of legislative and technical updates.

System Development & Quality Assurance

  • Prepare test plans and perform system testing for software modifications and enhancements.
  • Work with partner agencies such as the Department of Motor Vehicles (DMV) and Virginia State Police Criminal Record Exchange (CCRE) to resolve system interface issues and improve interoperability.

Stakeholder Engagement

  • Serve as a liaison between the courts and external agencies to ensure accurate data exchange and process consistency.
  • Support court leadership with guidance and insight during significant system or policy changes.

Minimum Qualifications

The most competitive candidates will possess:

  • A minimum of five (5) years of experience in the Virginia Circuit Court system, with in-depth knowledge of clerk’s office procedures.
  • Expertise in circuit court case management, records, and financial practices.
  • Familiarity with civil and criminal case processing, and experience with public-facing court services.
  • Strong written communication and presentation skills.
  • Experience delivering both live and recorded training sessions.
  • Analytical and instructional design skills to identify training needs and develop effective learning solutions.
  • Strong interpersonal and collaboration skills with diverse stakeholders.
  • Demonstrated initiative, time management, and ability to work independently.
  • Proficiency in Microsoft Office and general PC applications.
  • Experience with learning management systems (LMS) or tools such as Articulate, Camtasia, or Adobe Captivate is preferred but not required.

Additional Considerations

  • Residency in the Commonwealth of Virginia is required.
  • Occasional travel throughout the state is expected.
