Job Duties

The Virginia Department has an exciting opportunity for a seasoned payroll professional to lead a large payroll unit consisting of payroll technicians, supervisors and an assistant director.  The payroll Unit supports every facility within the Department of Corrections and manages payroll and benefits for approximately 12,000 employees.

The Payroll Operations Manager will lead the payroll function for all DOC agencies including salary and wage payrolls, benefits payments, tax reports preparation, and all account reconciliations through interpretation and implementation of procedures, evaluation of subordinate staff work, and internal control monitoring efforts. Supervises approximately 18 staff. Unit serves agencies that are geographically dispersed and has a position level of approximately 12,000 employees.

The Payroll Operations Manager will manage Department of Corrections (DOC) centralized payroll salary functions including benefit programs, regulatory requirements, dependent care and medical reimbursements, and assuring that salaries and benefits are appropriately charged to the various Department agencies and their programs pursuant to State, Federal, Departmental procedures/requirements, etc. The incumbent must be able to lead by both knowledge and example and must be committed to the initiatives and goals of the department.

This position reports to the chief Financial Officer and serves on the CFO’s Senior Leadership Team. The Payroll Operations Administrator not only manages the day-to-day operations of a very large payroll operation but also set the strategic vision and the culture for the Unit. The incumbent must be comfortable managing a large and diverse staff and must be willing to be a working manager.

Minimum Qualifications

Considerable experience managing a staff of payroll technicians working with decentralized payroll processing. Considerable management and leadership experience. Demonstrated experience training staff and implementing strategies to improve payroll processes. Considerable experience and knowledge of accounting practices and principles and demonstrated ability to apply and interpret a range of fiscal and accounting regulations. Experience managing the work of accounting and fiscal staff. Ability to communicate effectively orally and in writing and to prepare and analyze fiscal data and reports.

Additional Considerations

Demonstrates skill in managing an automated (i.e. CARDINAL, Human Capital Management (HCM) payroll environment. An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience. Significant experience in leading a staff and growing new employees.
