Job Duties

Virginia Beach is seeking a highly skilled and experienced Senior District IT Analyst to join our team. This role offers the chance to lead critical IT projects and drive technological advancements that support district-wide operations. You will be able to manage complex IT projects, ensuring successful delivery within scope, time, and budget. We are seeking your experience and skill set Provide expert guidance on IT solutions that improve operational performance and data integrity.

This role will be responded to Computer Operations & Equipment, Customer Service and Data Management & Reporting:

Computer Operations & Equipment

  • Maintains VITA inventory for all program areas and completes monthly reconciliation
  • Assesses needs for equipment and cost effective options to current inventory; facilitates repairs as necessary
  • Follows technology trends and reviews contracts to utilize cost-effective equipment
  • Manages inventory to remove any unused items and reduce costs
  • Controller of Tableau portal and Sharepoint; develops reporting as requested by management through inquiry-based interactions
  • Manage email/outlook accounts as necessary; ensures necessary access and removals for monthly reconciliations
  • Owner of distribution list, calendars and folders
  • Site security officer who maintains system security, user rights and passwords resets; all security paperwork is maintained and available
  •  Updates/maintains internal web
  • Responsible for training new staff on software and specific computer applications

Customer Service

  • Supplies technical assistance for reporting and data management for out-of-scope hardware and software; offers assistance with Sharepoint
  • Orients all new users to computer security issues and policies
  • Provides application and technical support for out-of-scope needs where there is no available support by OIM and VITA/NG
  • Utilizes Tableau; provides technical support with reporting needs
  • Administrates and serves as liaison for any telephone related issues
  • Maintains conference room and polycom schedules; oversees the maintenance and updating of calendars
  • Provides user training; trouble-shoots application problems; provides expert on-site technology support to rectify problems with complex applications/systems; directs IT partner to install/customize necessary components on computer platforms; provides a gateway for technical feedback between user community and state's IT agency
  • Interacts with state’s technology organization and/or its partners to define/clarify technology needs; ensures needs are met timely
  • Communicates with developers, systems engineers and state IT support personnel to plan/coordinate projects and systems upgrades
  • Keep users apprised of system upgrades and coordinates rollout of system changes to minimize impact on work processes
  • Researches and documents problems or bugs with hardware/software
  • Function as district point of contact for any IT related contracts


Data Management & Reporting

  • Develops, implements and maintain processes to effectively collect and enter data elements into specific applications
  • Provide business analysis and workflow documentation to managers and supervisors
  •  Monitor data collection processes and conducts periodic data audits; ensures validity/accuracy and security of data
  •  Develop exception reports to monitor quality of data and work with management/staff to improve data capture mechanisms
  •  Provides complex data/statistical reporting and analysis
  • Extracts standardized data sets from a number of data sources and imports data into user-friendly formats
  • Writes ad-hoc reports and or queries for data from a variety of sources to meet needs for specific data elements
  •  May include use of prepared reports or writing ad-hoc SQL scripts, crystal reports, SnapReporter, Cognos, Access and/or other reporting tools
  • Develops in-house reporting applications for specific data needs that are not met by any other application

Minimum Qualifications

  • Ability to communicate effectively both orally and in writing; manage multiple tasks simultaneously, organize and maintain records in an extremely busy environment; work independently with minimal supervision; excellent customer service skills
  •  Knowledgeable in federal, state and local government health department policies
  • Working knowledge of general office practices and business math
  • Attention to detail, accuracy, computer expertise including MS Word, Excel, computer databases, MS Access, SQL query language and ability to perform data entry into State software programs and databases
  • Knowledge in information systems management, emphasis in Windows Servers, (LAN) network, ORACLE RDBMS, Windows Operating Systems and client/server architecture in a TCP/IP environment
  • Ability to analyze department's existing delivery systems and evaluate impacts of new information system technology; coordinate and implement new data collection techniques

Additional Considerations

  • Knowledge of public and/or business administration, statistics and research methodology, purchasing and budgetary processes relating to information technology
  • Work experience in a health care setting with multi-disciplinary staff
  • Minimum of 5 to 8 years of progressive experience managing IT projects
  • Demonstrated leadership experience within government IT agencies or related public sector organizations
  •  Proven success in the end-to-end development, deployment, and operationalization of IT projects, including measurable outcomes
