Job Duties
The Department of Rail and Public Transportation (DRPT) plans, establishes, maintains, improves and promotes public transportation services, rail passenger and freight transportation systems, and transportation demand management strategies that provide mobility and transportation choices for the people of the Commonwealth.
The Department of Rail & Public Transportation (DRPT) is seeking a qualified candidate to fill a NOVA Transit Programs Manager position in DRPT’s Northern Virginia office in Alexandria, Virginia. This position is responsible for providing guidance and technical assistance to transit providers, local governments, regional transportation and planning entities and other DRPT partners in the areas of: federal and state grant programs, capital and operations planning, congestion management, land use, economic development, and transit project development and project management. In addition, the incumbent will provide support in the development and administration of agency policies and procedures. This position may also be called upon to share technical expertise with stakeholders in other regions of the Commonwealth, as needed.
The Department of Rail and Public Transportation offers a generous total compensation package. Well qualified candidates will be eligible to negotiate Exceptional Recruitment Incentives. New external candidates of the Commonwealth will be eligible to negotiate cash and leave bonuses upon hire. Existing State employees will be eligible to negotiate leave bonuses upon hire.
Minimum Qualifications
• Knowledge of the public transportation industry and public sector transportation planning rules and procedures, through either experience or education.
• Knowledge of federal, state, regional and/or local grant programs and policies, financial management practices and legislative/rulemaking processes, through either experience or education.
• Ability to evaluate and assess issues, interpret laws and regulations, and communicate findings verbally and in writing to others.
• Ability to maintain clear communications and good rapport with diverse groups and individuals.
• Skill in operating a personal computer and skill with or ability to rapidly acquire proficiency with the following software: Microsoft Office Suite (Outlook, Teams, Power Point, Word, Excel) and Adobe Acrobat
Additional Considerations
• Ability to conduct studies, manage consultants, lead/advise policy and working groups, and to formulate and implement recommendations.
• Coursework in urban planning, transportation planning, public administration, business or business management, or any related field
• Prior professional work experience in public transportation
• Prior public sector work experience managing grant awards and programs as either a Grantor or Grantee
• Knowledge of or experience working with performance data, as it is related to public transportation service
