Job Duties
This position will manage, coordinate and administer the Virginia Waterways Maintenance Fund Program that supports shallow-draft dredging projects throughout the Commonwealth. In addition, this position will support other Marine Resources Commission grant-related processes and projects and will be responsible for assistance in identifying additional grant opportunities, preparing grant applications, and assisting in the management of approved grants in specified functional and program areas that align with the mission and priorities of the Commonwealth.
DUTIES AND RESPONSIBILITIES:
• Liaison with localities, planning districts, and the Virginia Port Authority on Virginia Waterway Maintenance Fund Grants.
• Manages application process, to include application advertisement, facilitate and assist with the review and decision-making documentation.
• Coordinates and handles contractual agreements for awards, including terms and conditions of contracts, approvals by appropriate authorities and monitoring of the required reports.
• Coordinates with accounting and budgeting personnel for proper establishment of grant cost centers into Cardinal and the recordation of grant funded property assets.
• Approves and coordinates payments to awardees as outlined in the contracts and maintains organized records of all applications, awards, progress reports and maintains organized records of all proposals, awards, progress reports and payments.
• Monitors the allocated budget allotment for the fund to ensure that the budget is not overspent.
• Liaison with Marine Resources Commission management to identify additional grant opportunities and collaborate with the stakeholders to develop grant proposals, including writing, editing and budget preparation.
• Oversee the administrative and financial aspects of awarded grants as assigned, including tracking expenditures, ensuring compliance with grant requirements, and ensuing all required reporting is completed and submitted.
Minimum Qualifications
•Working Knowledge of or experience to grants administration processes such as application development, compliance monitoring, budgeting, or reporting (professional, volunteer, or academic experience acceptable).
•Demonstrated experience with program administration, multiple grants and/or con-tracts management, project coordination, budgeting.
•Demonstrated knowledge of federal grants principles.
•Strong organizational and record-keeping skills, with the ability to manage multiple deadlines and maintain accurate documentation.
•Ability to interpret and apply policies, procedures, and guidelines, and to research and analyze information to support decision-making.
•Strong written and verbal communication skills, including the ability to prepare clear reports, correspondence, and/or proposals.
•Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and the ability to learn and use enterprise financial or grant management systems.
•Ability to establish and maintain effective working relationships with agency staff, local governments, planning districts, and other stakeholders.
•Attention to detail.
Preferred Requirements:
•Major coursework in public administration, or a related field; or an equivalent com-bination of training and experience.
•Experience working with the public and governmental agencies.
