The Virginia Department of Social Services (VDSS), Division of Benefit Programs is currently seeking a Program Budget and Finance Manager. This position will report to the Director of Benefit Programs as the Human Services Portfolio Budget and Finance Manager. This position oversees and aligns all Portfolio budgets with organizational efficiency and goals. This position works with lead budget positions in Human Services divisions to forecast portfolio revenues and expenses. This position acts as a liaison between Human Services divisions, Portfolio, and agency leadership. This position is responsible for developing or updating Portfolio-wide budget policies, procedures, and guidelines to enhance efficiency, accuracy, and accountability. This position oversees and coordinates all Division of Benefit Programs fiscal activities and is responsible for planning, developing, administering and monitoring budget and financial management activities, including contracts and invoices. The position supervises a team of fiscal analysts, to manage, forecast and track contracts and expenditures of the Portfolio.
Minimum Qualifications
- Increasingly responsible experience in performing professional, administrative/finance work in a government setting, including experience as a supervisor or manager over a program or unit with significant responsibility for budget development, implementation, and administration.
- Demonstrated track record of collaborative leadership.
- Experience in contract management.
- Experience managing and developing staff, providing feedback and direction, helping to develop others and promoting a diverse, equitable and inclusive work environment.
- Experience managing and building a culture to support a diverse workforce.
- Demonstrated knowledge of human services programs delivered through the Virginia Social Services System.
- Knowledge of the operations and workings of the Commonwealth’s state supervised and locally administered social services system.
- Understanding of the Commonwealth’s budget policies and practices.
- Excellent ability to problem solves along with good judgment, solid analytical skills and a firm understanding of the business process.
- Strong knowledge of financial reporting.
- Ability to mine and analyze data to make relevant management recommendations and decisions.
