In this role, you will work alongside the Associate Director of Policy and Compliance, supporting key areas such as program design, compliance, reporting, evaluation, and developing new, innovative housing programs. You will work with a passionate team to create action plans to ensure the program follows federal regulations and supports the effective use of program funding. Your work has the potential to directly influence how resources are allocated to better serve communities.

As a Policy Analyst, you will:
•Assist in policy analysis to identify and address program challenges.
•Make data-driven recommendations that improve program impact and efficiency.
•Help develop funding applications and manage grants.
•Conduct research, design surveys, and monitor program performance.
•Contribute to modernizing and standardizing policies and procedures,
•Create user friendly staff manuals to support program implementation.

The appointment is to a restricted position, funded in part by non-general funds. The availability of funding is scheduled for review on an annual basis. Continued employment is contingent on the continued availability of grants and non-general funds.

Minimum Qualifications

•Knowledge of data collection methods, data management, and data analysis techniques.
•Skilled in reading and interpreting policies, regulations, and procedures.
•Skilled in managing multiple assignments while organizing and prioritizing work.
•Demonstrated ability to identify trends/ discrepancies, analyze problems, develop solutions, articulate findings, and make recommendations, delivering clear and actionable insights.
•Demonstrated ability to engage with stakeholders in writing and orally.
•Experience in the application of policy analysis, program evaluation, or strategic planning methods.
•Experience with facilitating group meetings with participants of varying capacities and diversity.
•Experience in using a PC and a variety of software to input data and produce graphics, and to create and manipulate electronic databases.
•Experiencing conducting research, synthesize information, and draft comprehensive and accurate reporting.

Additional Considerations

•Knowledge of the state budget and legislative process.
•Knowledge of federal and state housing, homeless services, and community development programs.
•HUD Consolidated Planning experience.
•Experience with grant administration and project management preferred.
