The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. DOF is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state and federal entities.

DOF is currently seeking an Intermediate Systems Analyst. This position directly supports the Department’s compliance with State and Federal financial accounting, reporting and the Prompt Pay Act by providing functional and technical support for Division of Finance applications. This position is responsible for developing, analyzing, and enhancing applications for the DOF; supporting and maintaining Oracle E-Business financial applications, custom applications, and interfaces; trouble-shooting and resolving applications functional and technical issues; developing requirements, designing, coding, testing, and implementing application solutions to solve business functional requirements; analyzing user requirements, identifying tasks to implement functional and reporting requirements; and overseeing/assisting in the completion of user and systems requirements.

Minimum Qualifications

• Extensive experience in analysis, design, development, testing, implementation, and production support of large complex automated systems.
• Comprehensive experience in analyzing and evaluating user requirements for developing automated solutions.
• Comprehensive work experience in systems analysis, design and programming using Oracle PL/SQL, SQL, Java and/or other programming languages.
• Work experience with Oracle eBusiness Suite applications and modules Oracle GL and AP.
• Knowledge of systems administration and the security functions of Oracle E-Business.
• Knowledge of Oracle APEX, preferably in an E-Business integrated environment.
• Knowledge of Oracle E-Business personalization and extension.
• Demonstrated ability to design and develop applications and reports using Oracle Forms, Oracle Reports, BI Publisher, Oracle APEX, PL/SQL and SQL.
• Skilled in written and verbal communications and interpersonal relationships.
• Demonstrated ability to identify and document user requirements and prepare technical and reporting specifications.
• Demonstrated ability to provide custom support for all applications, research issues, and implement solutions.
• Ability to work as part of a team or independently with little to no supervision on multiple tasks and priorities.
