Job Duties

This is a restricted position, which is solely funded by the Title X Family Planning Grant ending March 31, 2026, and the Title V Maternal and Child Health Block Grant ending September 30, 2026. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

The Family Planning Quality Assurance Nurse Supervisor is a critical member of the Reproductive Health Unit in the Division of Child and Family Health within the Office of Family Health Services. The Reproductive Health Unit team manages the Title X Family Planning Program, the Contraceptive Access Initiative, the Pregnancy Loss Initiative, the State Funding of Certain Abortions Program, the Adolescent Health Program, the Resource Mothers Program, and the State Doula Certification Program. The Family Planning Quality Assurance Nurse Supervisor brings expertise in nursing, quality improvement, and clinical reproductive health care to this dynamic and collaborative team. This position will support other nurses and clinical teams as they provide family planning services across the Commonwealth and ensure that staff have the information and training necessary to provide care that is consistent with clinical best practices and grant requirements. This position will review all relevant policy, practice, and guidance documents and ensure that staff understand the material and comply with the content. This position will conduct clinical site reviews of family planning clinics to document compliance and then develop and monitor corrective action plans, as needed. This position will directly supervise the Family Planning Training and Development Coordinator and work collaboratively with them to develop, implement, and evaluate training and professional development activities with family planning partners. This position will work closely and collaboratively with the Division of Population Health Data to monitor family planning program data and performance. While this position is focused on the Title X Family Planning Program, this person will also work with other reproductive health programs within the unit, including but not limited to the Contraceptive Access Initiative, the Pregnancy Loss Initiative, State Funding of Certain Abortions Program, and Adolescent Health Program. This position will have the opportunity to collaborate with teams within the Office of Family Health Services, other offices at VDH including but not limited to the Office of Epidemiology and Community Health Services, as well as Local Health Districts, community-based partners, and stakeholders.

Minimum Qualifications

• Requires licensure as an RN in Virginia or compact state. If a new graduate, must obtain RN license within 90 days of the date of hire or subject to termination per the regulations governing the practice of nursing.
• Certified in Basic Life Support (BLS)/CPR, able to be fit tested and perform fit testing for other staff in accordance with OSHA Respiratory Protection Standard regulations
• Experience functioning in a leadership role; experience and ability to function independently in the home/clinic/community/school settings and prioritize workload
• Knowledge of current standards of family planning/reproductive health clinical care, including contraceptive methods
• Experience and ability to enter, review, and analyze data and statistics, and produce reports and/or recommendations for such information; ability to work in a fast paced, data-driven environment
• Experience and knowledge of nursing processes, health maintenance, disease processes, physical and behavioral sciences, case management processes, and basic principles of epidemiology
• Work effectively as a member of the multidisciplinary team
• Knowledge and experience in use of computers and computer applications, including internet, the Microsoft Office Suite, and Outlook
• Experience working with diverse cultural backgrounds
• Demonstrated ability to exercise sound nursing judgement, make decisions, teach, interview, counsel, analyze problems/situations, and solve problems
