Job Duties

The Department of Professional and Occupational Regulation (DPOR) is seeking
a dedicated professional to join our team as the Common Interest Community
Ombudsman. The Office of the Common Interest Community Ombudsman (OCICO)
provides valuable assistance to common interest community association owners,
board members, legislators, and the public in navigating legal and regulatory
procedures related to common interest communities. As the Common Interest
Community (CIC) Ombudsman, you will play a crucial role in facilitating the
understanding of CIC laws and regulations and resolution of complaints involving
members and executive boards of common interest communities. This position
involves receiving notices of final adverse decisions, issuing determinations,
answering inquiries, preparing annual reports for the General Assembly, and
offering referrals to alternative dispute resolution services. Additionally, you
will be responsible for monitoring changes and providing input on CIC laws and
regulations and representing the OCICO and agency at various CIC outreach
forums. By statute, you must have an active Virginia law license and be in good
standing with the Virginia State Bar. Hiring Range: $110,000.00 - $130,00.00.

Core Responsibilities:
• Manage the Office of the Common Interest Community Ombudsman by assisting members in understanding their rights and the processes available to them according to the laws and regulations governing common interest communities.
• Respond to inquiries from citizens, members, licensees, attorneys, board staff, the general public, other government entities and DPOR employees, by telephone, mail, electronic mail, and in person.
• Monitor federal and state laws related to common interest communities, prepare information related to common interest communities for the Director or CIC Board, and prepare an annual report for the General Assembly reviewing the annual activities of the Office of the Common Interest Community Ombudsman.
• Ensure that the CID Director is promptly apprised of issues related to common interest communities, and discusses any complex, difficult, or unusual matters with the Deputy Director.
• Supervise the Office of the Ombudsman staff to ensure compliance with all agency policies and procedures, and with the law and regulation governing both the department and the boards.

As part of The Department of Professional and Occupational Regulation (DPOR), you will play a critical role in the economic vitality of Virginia by helping qualified people start businesses and work in their chosen fields. DPOR is an executive branch agency under the Secretary of Labor for the Commonwealth of Virginia. Our regulatory boards are comprised of practitioners and citizens appointed by the Governor and are responsible for regulating certain professions and occupations, ranging from architects and contractors to cosmetologists and professional wrestlers. We protect the public by verifying minimum competency, investigating complaints, and upholding professional compliance with state laws and regulations.

TELEWORK OPTIONS: Please note that this position may be eligible for limited telework and is not a full-time telework position. Upon hire into this position, the agency requires the incumbent to be in the position for 90 days before a specific telework schedule may be submitted for consideration.

Minimum Qualifications

• Demonstrated ability to work independently, to supervise and train staff, and to establish effective working relationships with a variety of groups, individuals, stakeholders, government officials, and agencies.
• Demonstrated ability to develop and implement procedures and processes, and to identify and analyze problems and formulate solutions.
• Proven ability to effectively manage and conduct meetings, studies, and assist with investigations.
• Considerable knowledge of laws and regulations related to common interest communities, boards, professions, occupations, and the Administrative Process Act.
• Strong computer skills, including word processing, spreadsheets, and internal databases/database management.
• Well-developed ability to compose clear, concise, and grammatically correct documents.
• Well-developed oral and written communication skills, interpersonal and public relation skills, and a strong commitment to customer service, including the ability to testify or respond to questions concerning the law, regulations, procedures and legislation.
• Demonstrated ability to facilitate and promote communication among opposing parties.
• Ability to compile and maintain statistical data.

• Significant experience in a regulatory environment preferred.
