Job Duties
Works with assigned account managers providing technical assistance in monitoring their expenditure budgets, assist in resolving issues and adjusting their budgets.
Audits budget modifications monthly. Ensures they were processed correctly, within 24 hours, meet ARMICS standards, and are filed once processed.
Ensures that the insufficient fund notices from Accounts Payable and General Accounting are processed the same day or within two days of receipt. Contact should be made with the respective department immediately upon receipt to ensure compliance with the two-day rule. Tracks the notices for repeat violators. Aids, training and a plan to ensure there is budget to pay obligated expenses. Informs AVP for Budget and Finance of repeat violators.
Approves budget executions in the State’s Performance Budgeting System. Monitors authorization and ensures the budget is loaded on Banner once approval is received.
Ensure follow-up of outstanding budget items related to position is completed within a timely manner.
Recommends and ensures budget policies and procedures are updated in a timely manner.
Serve on University committees to provide budget input and expertise.
Participates in the University’s budget development process by creating required reports for the annual meeting.
Works with E&G account managers to develop the budgets for the upcoming fiscal year and biennium.
Analyzes budget requests from departments to ensure they are completed correctly and reflect the University’s strategic plan.
Develops and maintains funding models that demonstrate how the University will produce the revenue needed for operations.
Create analysis for the annual tuition and fee costs for the University making certain the cost of services charged to our customers are adequate to maintain the overall operation of the University.
Prepares and submits budget requests in the State’s Performance Budgeting System by required deadlines.
Tracks the various components of the University’s budget during the State’s budget process.
Prepares reports on the Governor’s, General Assembly and final budget approval.
Analyzes and develops monthly, quarterly or ad hoc reports that demonstrate the health of the University by the 10th of the month or as requested. Schedule meeting with the AVP for Budget and Finance to discuss once completed.
Analyzes the cash and appropriation reports.
Prepares reports, analyses and data input requested by DPB, SCHEV or Federal agencies within assigned deadline.
Develops quarterly reports. Analyzes the reports and prepares variance explanations.
Reviews and analyzes accounts every month/quarter from the monthly spending and deficit reports. 
Conducts assigned analysis of various activities and proposals to determine cost effectiveness.
Demonstrates an effective understanding of the higher education industry by continually monitoring and reporting on current industry conditions that will have an impact on the University.
Informs AVP for Budget and Finance of unusual situations or potential problems related to institutional budget performance. Recommends appropriate adjustments to address issues.
Develops effective and accurate responses to information requested by central agencies of the Commonwealth, university account managers and administration upon request.
Analyzes account create forms and ensures correct and documentation exists for assigned accounts.
Prepares accurate budget upload entries to Banner for the new fiscal year. Required entries should be ready by June 20 for the fiscal year that starts on July 1.
Ensures required entries for the State’s budget system are complete by their established deadline. This includes the annual convenience code clean-up process.
Updates the salary calculator with new fringe rates and ensures it is uploaded to the Budget Office webpage by June 20 for the upcoming fiscal year.
Analyzes accounts to ensure positive balance for close- out of the fiscal year. Contact account managers immediately and informs AVP for Financial Planning and Analysis
Ensures successful spend down of cash.
Ensures earmarks for Agency 212 from the Commonwealth’s current budget are met.
Submits correct operating budget entries into the University’s accounting system for the current and new year.
Minimum Qualifications
Knowledge, Skills, and Abilities and/or Competencies required to successfully perform the work:
• Knowledge of and experience in using mainframe and/or server based administrative computer systems required.
• Knowledge of and experience with the Commonwealth of Virginia’s planning and budgeting cycle, preferred.
• Knowledge of budgeting for public higher education institutions, preferred.
• Skilled communicator and ability to maintain effective working relationships.
• Requires demonstrated ability to manage multiple projects.
• Experience in providing excellent customer service to the public required.
• Experience with Microsoft Office Suite to complete analyses and present results; immediate proficiency in WORD and EXCEL and the aptitude to become proficient with ACCESS within 6 six months, required.
Additional Considerations
A Bachelor's degree in Economics, Finance, Accounting, Management, or Public Administration is preferred. 
A Master's degree in Economics, Finance, Accounting, Management or Public Administration is preferred.
