Proceeds from traditional Lottery games support K – 12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth.

The Virginia Lottery is seeking a dynamic and experienced PMO Manager to lead our Project Management Office (PMO) and drive the successful delivery of enterprise projects. Reporting to the Deputy Executive Director of ITS and Operations, you will oversee a team of Project Managers, Business Analysts, and a Manager of Business Analysis, ensuring projects are aligned with agency strategy and delivered with excellence.

Job Duties


The PMO Manager will:

  • Develop and implement project management processes, methodologies, and best practices.
  • Establish and maintain project governance standards and guidelines.
  • Oversee project portfolios, prioritize initiatives, and allocate resources effectively.
  • Provide regular status reports to Executive Leadership.
  • Foster a culture of continuous improvement within the PMO.
  • Ensure adequate controls are exercised before any game release.
  • Serve as a Subject Matter Expert (SME) at ITAC meetings.
  • Guide business case creation and support sponsors in project justification.
  • Support business requirements for application development and modifications.
  • Troubleshoot issues and provide post-launch support.
  • Lead knowledge transfer to end-users and support staff.
  • Organize and run matrix teams to meet customer expectations.
  • Collaborate with Executive Leadership, business units, and external partners.
  • Manage stakeholder expectations and resolve conflicts.
  • Recommend and implement process improvements.
  • Develop relationships with vendors involved in agency-level projects.
  • Coordinate project implementation, including RACI.
  • Ensure vendors meet communication, performance, and project success expectations.

Minimum Qualifications

  • Bachelor’s Degree in Business Administration, Information Technology, or related field.
  • Project Management Professional (PMP) and Certified Scrum Master (CSM) certifications.
  • Minimum 10 years of project management experience. 
  • Advanced/expert experience with predictive project management, Agile (Scrum and Kanban), or other frameworks.
    Extensive knowledge of business issues, processes, and IT resources.
  • Strong leadership, team management, and communication skills.
  • Advanced analytical, planning, and problem-solving abilities.
  • Proficiency in project management tools and methodologies.
  • Ability to manage multiple projects/tasks, meet deadlines, and work well under pressure.

Additional Considerations

Advanced degree in Business Administration, Information Technology, or related field preferred.
Familiarity with programming languages, operating systems, and hardware platforms preferred.

Three years of experience in a leadership role preferred.
