About the Position
This position acts as a working supervisor and will be responsible for ensuring the accurate and timely processing of account receivables and accounts payable transactions in accordance with Treasury, DOA, and DFP policies and procedures. The Accountant Supervisor will be responsible for reconciling accounting records; updating and implementing state, federal and agency regulations, policies, and procedures; the resolution of customer deposits, employee reimbursement, and vendor payable inquiries; and processing salary and wage/part-time payroll.
This position will be responsible for but not limited to processing journal vouchers, approving, and auditing employee travel vouchers and other miscellaneous employee reimbursements; performing accounts payable and receivable functions such as reviewing and approving payments; and assisting fiscal managers with researching and resolving accounts payable and receivable issues. Also the incumbent of this position will be responsible for compiling and maintaining auditable records per management guidelines.
The incumbent of this position will prepare salary and wage payroll reporting in accordance with policy, reviews payroll timesheet certification by submission deadline; provide guidance to employees about payroll related issues and assist employees with completing payroll paperwork to add to the personnel file(s) as needed; review leave reports; monitoring employee hour limits; and ensure accurate reporting for staff w2’s as well as assisting with the preparation of annual salary and wage labor projections costs.
The Accounting Supervisor will also provide personnel management and guidance for 2 accountant positions and be responsible for updating and implementing agency, state, and federal regulations as required to ensure unit compliance.
Minimum Qualifications
•Experience demonstrating extensive knowledge and comprehension of a broad range of fiscal policies including accounts payable, accounts receivable and collection principles as well as best practices pertaining to payroll and leave accounting.
•Considerable knowledge and experience demonstrating the ability to interpret and apply generally accepted accounting principles (GAAP).
•Experience demonstrating knowledge, abilities, and skills to prepare, reconcile, and analyze moderate financial reports.
•Considerable knowledge of governmental fund accounting and financial/business management practices and procedures.
•Experience demonstrating the ability to interpret and apply advanced federal and state-level regulations.
•Experience demonstrating the ability to lead, supervise, and provide guidance to at least 2 direct reports.
•Experience processing travel vouchers or other similar employee reimbursements.
•A work history demonstrating the ability to prioritize/manage multiple tasks simultaneously and solve problems in a deadline-driven environment.
•Experience demonstrating the ability to communicate effectively orally and in writing with all levels of staff and management.
•Considerable experience using Microsoft Office Suite software applications, including Word, Excel, Access, PowerPoint, and Outlook.
Additional Considerations
•Comprehensive knowledge of Fiscal Policies and Procedures relating to accounts receivable and collection principles in accordance with DOA and DFP regulations.
•Experience demonstrating knowledge, skills, and abilities to use state systems to electronically file 1099’s, and to use Cardinal HCM to reconcile/resolve/approve timesheet issues.
•Experience demonstrating the ability to use Cardinal Financials to process travel reimbursements, accounts payable, accounts receivable, and to perform financial reporting.
•Extensive knowledge of fiscal policies and procedures relating to accounts receivable and collection principles in accordance with the Commonwealth’s Department of Accounts regulations (DOA).
•Knowledge of the Commonwealth’s CAPP Manual and related topics.
•Considerable experience supervising and providing guidance to multiple (3-4) employees in a financial environment, or considerable experience acting as a lead employee in a financial environment is desired.
