Job Duties

The Virginia Department of Human Resource Management (DHRM) is seeking a dynamic Talent Acquisition Specialist within its Office of Human Resource Consulting Services. The Office of Human Resources Consulting Services (HRCS) develops, enhances, and maintains a comprehensive statewide suite of programs assigned to 4 distinct Service Areas: Talent Management and Policy; Compensation and Workforce Analytics; Workforce Development; and Shared Services. These service areas collaborate to support the Commonwealth’s goal of attracting, developing, retaining, and motivating a highly qualified workforce.

The Shared Services Center (SSC) is one of four distinct service areas in DHRM’s Office of Human Resource Consulting Services, which also includes Talent Management and Policy, Compensation and Workforce Analytics, and Workforce Development. The SSC supports the Human Resource needs of agencies identified by the Secretary of Administration, in consultation with the Dept. of Planning and Budget, by offering to such agencies all core Human Resource Management functions, including Employee Relations, Talent Acquisition, Salary Administration, Position Classification and Compensation, Policy, Benefits Administration as well as related transactional support functions. This position will be responsible for providing full-cycle recruitment, sourcing, hiring, and onboarding services to SSC client agencies; partnering with Human Resource Client Managers to develop and implement recruiting strategies to attract and hire diverse talent; working collaboratively with client agency hiring officials to successfully navigate recruitment and selection processes leading to the employment of a highly qualified and diverse workforce and providing related consultant services based on a sound interpretation of applicable policies and state and federal laws.

Minimum Qualifications

Considerable experience or knowledge of the Commonwealth’s recruitment, hiring and selection policies and practices; considerable experience or knowledge of all aspects of the hiring process to include utilizing online recruitment software to advertise vacant positions; experience and, or knowledge demonstrating the ability to screen and refer applicants for interview; experience or knowledge demonstrating the ability to review interview questions for appropriateness and schedule/coordinate interviews and onboarding. Experience or knowledge demonstrating the ability to compose job announcement flyers; and considerable experience compiling and managing paper and electronic records. Also, a working knowledge of general state and federal laws and best practices related to employment and onboarding; experience demonstrating the ability to assess and resolve complex hiring-related problems; experience with MS Office Suite; experience with Human Resource Information Systems (HRIS); experience with online recruiting software; ability to effectively work on multiple projects successfully; and the ability to work productively in a team environment.

Additional Considerations

Specialized education and training beneficial to the successful performance of the essential job duties, such as completed college coursework in human resource management, or employment law and practices. Considerable experience sourcing outlets to advertise job vacancies; and experience conducting applicant reference/background checks. Professional Human Resource certification, such as Society for Human Resource Management-Certified Professional (SHRM-CP), Society for Human Resource Management -Senior Professional (SHRM-SP), Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR).
