Job Duties

The Office of Emergency Preparedness seeks a qualified candidate to serve as the Operational Planning Coordinator in the Planning Division. The Planning Division includes Emergency Planning, Foresight and Analytics, Medical Countermeasures/Strategic National Stockpile (SNS) Coordination, Continuity of Operations, and Incident Management Team (IMT) Coordination programs. This position manages development, implementation and maintenance of operational planning initiatives to address potential or actual incidents. The Operational Planning Coordinator ensures plans, policies, standard operating procedures and agreements are in place to receive, stage, store, distribute and dispense medical countermeasures in the event of a public health emergency or threat. This position manages the Strategic National Stockpile/Medical Countermeasures Program for the Commonwealth of Virginia, including all aspects of the Cities Readiness Initiative (CRI) program and the CHEMPACK program. This position serves as a Planning Section Chief during activations of the agency’s Incident Management Team. The incumbent carries out their responsibilities following broad parameters set forth by grants and program goals and objectives with supervisory involvement limited to actions which affect other organizational units and/or program or issues that are politically sensitive.

This is a restricted position, which is solely funded by the Public Health Emergency Preparedness Cooperative Agreement for a 1 year period ending June 30, 2026. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications

• Knowledge that supports assigned program
• Excellent organization & presentation skills; strong networking abilities & communication skills
• Ability to act independently, manage a multi-disciplinary statewide program, develop goals & evaluate progress
• Knowledge of and experience applying public health and emergency management principles and practices
• Considerable knowledge of emergency planning, policy development and implementation, program evaluation and research methodology as they relate to public health and emergency management
• Considerable knowledge of biological, radiological/nuclear and chemical response planning, as well as knowledge of public health principles and practices also required.
• Experience with grant writing; budget management; supervision of staff

Additional Considerations

•Previous experience working with local, state and federal agencies and private sector partners
•Knowledge of NIMS, HSEEP, and CDC Public Health Emergency Preparedness Capabilities
•Experience with biological, radiological/nuclear, and chemical response planning
