Proceeds from traditional Lottery games support K – 12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth. The Virginia Lottery is currently seeking a Casino Compliance Supervisor to join the Gaming Compliance team.
This position is responsible for supervising efforts to ensure that all gaming regulations and casino internal controls are adhered to. This position trains, assigns, reviews, and approves the work of Casino Compliance personnel at a designated casino. Employees in this classification are essential employees and must be willing to work various shifts as required to ensure adequate coverage at the designated casino.
The shift for this position is:
Monday - Friday 8:00am - 4:30pm (and may include working other shifts as needed to ensure adequate coverage)
The Casino Compliance Supervisor:
- Supervises the day-to-day operations and activities of all Casino Compliance personnel including:
- Completion of all compliance reviews listed on the Annual Compliance Plan which includes reviews of casino areas such as Drop, Count, Table Games, Slot, Security, Surveillance, etc. to ensure continued compliance with Virginia casino laws and regulations.
- Completion of compliance review checklists and documenting violations in Caliber (Case Management System)
Ad-Hoc investigations that include incidents related to self-excluded individuals and underage on property, cheating etc.
Investigation and resolution of player complaints.
- Intake process for individuals seeking to self-exclude and coordinate with the Compliance Analyst.
- Obtaining fingerprints for casino employees seeking gaming licensure.
- Delivery of gaming badges; and
- Receipt and removal of gaming equipment.
- Assists the Casino Compliance Manager in developing and continuously streamlining Departmental Standard Operating Procedures, Forms, Templates etc.
- Assists the Casino Compliance Manager in reviewing and approving Casino Submissions such as Internal Controls and Standard Operating Procedures, Access Matrix, Minimum Staffing Plans, Table Games Documents (e.g., Rules of the Game, Gaming Guides, Training Manuals, Layouts etc.), Drop/Count Schedules, Org Charts, Cards/Dice/Chips Specifications, etc.
- As needed, coordinates the work to be performed by the Casino Compliance personnel in collaboration with other divisions of the Gaming Compliance Department to ensure seamless completion of assigned tasks/projects.
- Serves as a liaison with law enforcement agencies, casino management, and vendor representatives.
- Presents findings to Casino Management and ensures acceptable corrective actions are completed.
- Must be able to work various shifts as required (Casinos operate 24/7).
- Prepares reporting and presents information to management regarding enforcement investigations and significant incidents occurring at a casino location.
- Prepare documents and reports to management in support of findings, conclusions, and recommendations.
- Prepare status reports and compile statistical information as requested by management.
- Coordinates with HRBP all human resources functions for direct reports, including developing and/or revising position descriptions; the performance planning and evaluation process; administration of discipline; hiring actions; and leave requests.
- Conducts periodic training and staff meetings.
- Prepares and monitors and staff work schedules.
- Maintains effective communications with direct reports to facilitate timely dissemination and exchange of information and to foster collaborative teamwork.
- Makes operational, system, or policy recommendations to the Casino Compliance Manager to effectively accomplish the mission of the agency.
- Maintains proficiency in using all assigned databases and other resources.
- Effectively researches available data and compiles findings in response to investigative and/or administrative inquiries.
- Reviews Internal Control audits and prepare response reports to management.
- Represents the agency in official proceedings as required.
Minimum Qualifications
- Bachelor’s Degree from an accredited 4-year college or university in criminal justice, or related field or equivalent combination of education and experience.
- Minimum two years of experience in investigative work, regulatory compliance or auditing.
- Minimum two years of experience in the gaming industry (preferably in the area of Internal Audit, Gaming Operations, or Regulatory Compliance).
- Minimum two years of supervisory experience.
- Knowledge of state laws and regulations governing casino gaming.
- Knowledge of advanced investigative principles and techniques.
- Ability to manage, supervise, and direct the work of investigative and compliance professionals.
- Ability to lead project teams involving multiple types of regulatory compliance inspections and enforcement investigations.
- Excellent communication (oral and written) skills.
- Acute leadership and interpersonal skills.
- The ability to build effective working relationships with diverse groups of people and officials.
- Proficient in desktop applications such as, but not limited to, Microsoft Word, Excel, and PowerPoint, and automated databases.
- Ability to clearly document investigative findings, prepare management reports, and make logical and sound decisions in critical, complex, and changing situations.
- Ability to develop and document procedures to create an efficient and effective workflow.
- Demonstrated ability to effectively handle multiple priorities and /or competing tasks and responsibilities and meet established deadlines; and readily adapt to organizational and operational changes.
- Ability to maintain the utmost integrity, persuasiveness, and diplomacy in discussing controversial subject matter.

Must complete Background Investigation. Valid driver’s license, with satisfactory driving history required. Irregular hours and travel throughout Virginia may be required to include reporting to Virginia Lottery headquarters when directed. Travel outside of Virginia as needed. This position is essential to the continuity of operations and regulatory requirements, and the incumbent is required to report to / remain on the work onsite as needed during declared emergencies.
