Job Duties
The Virginia Department of Health Professions (DHP) mission is to ensure safe and competent patient care by licensing health professionals, enforcing standards of practice, and providing information to health care practitioners and the public.
The Procurement Officer serves as the lead buyer for purchases of goods and services including IT equipment
and peripherals. This position collaborates with internal customers, vendors and other agencies in securing quality
goods and services in a timely manner and at a reasonable cost while ensuring all aspects of the procurement
process are conducted in compliance with the Virginia Public Procurement Act (VPPA), the Agency Procurement
and Surplus Property Manual (APSPM), the IT Procurement Manual (ITPM-BUYIT), and other applicable state and
agency policies and procedures. This position monitors the e-procurement mailbox, reviews purchase requests,
assists in specification development, determines methods of procurement incorporating small purchase
procedures, quick quotes, competitive sealed bidding and mandatory and optional use contracts and assists in
resolving vendor issues and disputes. All purchases are processed through electronic Virginia (eVA), utilizing
SWaM vendors and the small purchase charge card as applicable.
The Procurement Officer also assists as the backup for the Senior Procurement and Contract Officer, develops various
procurement procedural documents, submit monthly SWaM adjustments, provides assistance with various
administration duties and has frequent interaction with agency management, employees, vendors, VITA, other state agencies and the general public.

Minimum Qualifications
Knowledge and practical application of procurement law and principles.
Ability to analyze purchase requests, interpret specifications and determine appropriate procurement methods.
Demonstrated ability to think strategically and exercise sound judgment to make procurement decisions.
Ability to attend to detail in a fast pace, customer service oriented environment.
Ability to understand and apply procurement policy and standard operating procedures.
Ability to work independently with minimum supervision.
Considerable knowledge of governmental procurement concepts, initiatives and practices.
Ability to manage multiple projects/assignments with competing priorities.
Demonstrated ability to research and analyze information.
Ability to execute simple to moderately complex purchases of supplies, equipment and services, including IT purchases.
Ability to analyze and evaluate quotes/bids and make appropriate purchasing decisions.
Strong organizational management, analytical and decision making skills.
Knowledge and ability to proficiently use automated purchasing systems (e-procurement) and issue appropriate purchase orders.
Ability to work effectively and efficiently in a team environment.
Ability to follow up with end users and vendors to resolve issues.
Ability to deliver excellent customer service and build strong working relationships.
Ability to communicate effectively orally and in writing.
Demonstrated strong spreadsheet and word processing skills, preferably Microsoft Office.
Additional Considerations
Possess certification as a Virginia Contracting Associate (VCA) or obtain certification within one year of start date or as mutually agreed upon.
Experience in governmental procurement operations;
Experience in processing procurements via electronic Virginia (eVA);
Experience procuring IT equipment and services;
Experience using MS Office products, including Excel;
Experience using Adobe Forms
Demonstrated experience in work requiring attention to detail and accuracy;
Demonstrated experience with interpreting/applying policies, procedures, and regulations;
Demonstrated experience using correct grammar, spelling and punctuation;
Experience in procuring goods and services;
Experience using spreadsheets and office software applications;
Experience using excellent written and oral communication skills;
