Job Duties

The Virginia Department of Motor Vehicles is looking for a Systems Analyst for a position with its IT Services Administration.

This role leverages expert project management skills to lead technical projects, managing the full development life cycle from requirement definition through design, testing, and implementation. Additionally, this role requires complex problem-solving, collaboration with business and technical teams, and adherence to security and regulatory standards. This role ensures that solutions align with DMV’s mission-critical goals while optimizing system performance and scalability.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

• Proven experience managing IT projects, including resource coordination, timeline management, and achieving project deliverables.
• Hands-on experience with both web-based and mainframe systems in development, implementation, and system support.
• Experience collaborating with cross-functional teams to troubleshoot and resolve complex technical issues, ensuring system reliability.
• In-depth knowledge of systems analysis methodologies such as Agile and Waterfall.
• Expertise in designing secure, scalable solutions that align with business and technical requirements.
• Strong ability to identify, diagnose, and resolve complex technical issues impacting system performance and integration.

Additional Considerations

• Project Management Professional (PMP).
• Certified ScrumMaster (CSM).
• Agile Certified Practitioner (PMI-ACP)
• Experience leading Agile or Scrum-based projects, delivering high-quality solutions through iterative development.
• Deep understanding of compliance standards, ADA regulations, and other compliance frameworks. Ability to ensure systems meet all security requirements and regulatory obligations, protecting data integrity and privacy.
• Advanced knowledge of relational database design and management, with proficiency in SQL Server and Oracle. Expertise in optimizing database structures for performance, scalability, and data integrity.
