The Information Technology Division (ITD) provides technology services to support the functional programs of the Department for Aging and Rehabilitative Services (DARS). Additionally, through a Memorandum of Agreement (MOA), ITD extends its services to the Disability Services Agencies (DSA), which include:
• Wilson Workforce and Rehabilitation Center (WWRC)
• Department for the Blind and Vision Impaired (DBVI)
• Virginia Rehabilitation Center for the Blind and Vision Impaired (VRCBVI)
• Department for the Deaf and Hard of Hearing (VDDHH)
• Virginia Board for People with Disabilities (VBPD)
These services are aligned with the strategic goals, objectives, and initiatives of the DSA. Areas of support include:
• Applications Development and Management
• Engineering Technology and Infrastructure Support
• VITA and Cloud Technologies Support
• Project Management
• Software Development Life Cycle (SDLC)
ITD is seeking an Application Developer/Analyst to consult, design, develop, and maintain applications that meet user requirements and support systems development for the DSA. This role reports to the DSA IT Lead Developer and assists in implementing and managing application and system development activities within ITD.
The selected candidate will help establish and execute both current and long-range objectives, plans, and policies. Working closely with the DSA IT Lead Developer, the Application Developer/Analyst ensures that development efforts align with DSA’s strategic goals. The role also ensures compliance with standards and policies set by the Virginia Information Technology Agency (VITA) and other stakeholders, as well as adherence to state and federal regulations governing data security and IT system administration.
Key Responsibilities Include (but are not limited to):
- Design & Requirements Definition
- Develops and documents system requirements and design specifications.
- Analysis
- Performs analysis to ensure applications meet user requirements and design expectations.
- Problem Resolution & Ongoing Support.
- Provides ongoing application support and troubleshooting for users.
Other duties and/or special projects as assigned.
Completes duties and/or projects as needed or directed by supervisor.
Minimum Qualifications
The ideal candidate will have:
Knowledge/Experience:
- Training in Information Systems, Information Technology, Computer Science, Computer Science, or related field, or equivalent experience with HTML, CSS, JavaScript, VB.NET, ASP.NET Web forms, Source Control, Visual Studio 2010 to 2019, SQL Server Database and TSQL, MS Office Suite and Windows OS.
- Extensive experience with Modern Programming Techniques and Tools.
- Extensive experience with Accessibility Standards (e.g. 508 and WCAG) and tools (e.g. JAWS).
- Extensive experience with SDLC.
- Extensive experience with Reporting Tools.
- Extensive experience with Design and Analytical skill.
- Extensive experience in troubleshooting and testing.
Skills/Abilities:
• Excellent verbal and written communication and interpersonal skills
• Ability to work independently as well as in a team environment to build solutions
• Ability to handle multiple assignments and priorities
Additional Considerations:
- Full-stack development (e.g. BootStrap, Jquery, C#, ASP.NET MVC, ASP.NET CORE, WEB API, Web Services, IIS, Crystal Reports, Active Reports, Power BI, Telerik Controls, TFS, Wireframe).
- Commonwealth of Virginia Security and Risk Management and NIST Security Standards (e.g. SEC 501).
- Some experience with Document Imaging (e.g. Docfinity).
- Some experience with Power Shell.
- Considerable experience with Software vulnerability analysis.
- Some experience with Sharepoint.
- Some experience with Wireframe (e.g. Balsamiq).
- Some experience with DevOps.
