The DGS Office of Budget is looking for a finance professional to serve as a Grants Analyst for our Division of Consolidated Laboratory Services (DCLS). 

DCLS is a division within the Virginia Department of General Services (DGS). DCLS was formed in 1972 when laboratories from several Virginia agencies were combined to provide more efficient and cost-effective laboratory testing services for the Commonwealth. DCLS was the first consolidated laboratory in the nation and as such offers a wide variety of unique laboratory testing services in support of public health, environmental protection and emergency response. 

The Office of Budget provides accurate, appropriate, and timely financial information that is relevant to a given stakeholder, ensures financial processes are efficient and effective, ensures records are maintained, and provides proactive, courteous customer service. The Grants Analyst supports this mission via managing and monitoring federal grant compliance, conducting financial analysis and reconciliation, and promoting a high level of customer service in liaising with program managers, the DCLS executive team, the Chief Budget Officer, Budget and Internal Service Fund (ISF) Analysts, Grant Accountant, and other parties.

Job duties include, but are not limited to: 

  • Monitor grant awards, Memorandums of Agreement (MoAs), contracts, and expenditures to ensure funds are appropriately budgeted, expended, and meeting requirements.
  • Respond to funding, program and grant administration inquiries.
  • Review transactions to confirm they meet federal, state, and agency regulations associated with each grant and ensure compliance with the Commonwealth Accounting Policies & Procedures (CAPP) manual and Generally Accepted Accounting Principles (GAAP).
  • Perform complex financial analysis of assigned grants at a detailed transaction level.
  • Resolve discrepancies and prepare appropriate correcting journal entries as necessary.
  • Conduct ongoing quality control reviews and reconciliations to ensure data accuracy and financial system integrity.
  • Work with program managers, finance teams, and external agencies to ensure proper fund usage and reporting.
  • Assist with internal and external audits by providing documentation and explanations of grant-related transactions.

These positions are located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

This is a full-time, restricted position funded by a federal grant. As a restricted employee, you are eligible for the state employee benefits package (including leave, retirement, life and workers’ compensation insurance). Minimum Requirements

  • Considerable experience with federal grant management to include financial tracking, reporting, and budget development.
  • Considerable knowledge of fiscal policies and procedures for accounting, reporting, and budgeting.
  • Experience analyzing complex financial data, transactions, and reports.
  • Experience manipulating data contained in financial systems into clear, concise reports for management.
  • Considerable experience using automated spreadsheet applications and effectively using automated applications in accomplishing work and developing/improving processes.
  • Knowledge of modern business practices in strategic planning, business planning, and budgeting.
  • Demonstrated effective oral and written communication skills.
  • Strong ability to effectively reason in the abstract, think critically, conduct complete and thorough analyses, determine the impact of actions or plans, and make effective recommendations to resolve complex issues and support agency plans and decisions.
  • Ability to independently establish, maintain, evaluate and improve financial processes, systems, and internal controls.
  • Ability to work effectively with internal and external customers.
  • Ability to interpret policies and procedures, document, and develop work processes and procedures.
  • Ability to work independently as well as part of a team, and multitask.
  • Ability to prioritize, organize work effectively, meet deadlines, and be detail-oriented.
