Job Duties

For more than three decades, the Virginia Lottery has worked to build a strong reputation, one synonymous with providing fun, entertaining experiences and doing so responsibly and with integrity. Proceeds from traditional Lottery games support K-12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth.

The Virginia Lottery, an independent state agency, is currently seeking a Retail Operations Accounting Manager to join its Finance and Administration Department. This position is located in Richmond, Virginia.

The Retail Operations Accounting Manager will be responsible for managing all retailer billing processes, to include complex, high-volume system balancing, weekly sweeps, retailer “trust” bank accounts, collection of all balances and all other related aspects of retailer accounting. Supports CSC operations in prize payments and any inquiries as they occur. Manages all processes associated with annuity prize payments. Manages debt setoff and tax withholdings from prize payments, and responsible for timely filing of these to the appropriate agencies. Interprets Virginia Lottery guidelines, policies, and directives as they apply to Lottery Finance.

Key Responsibilities Include:
Managing All Retailer Billing Processes:

The Retail Operations Accounting Manager will:
* Manage all retailer billing processes, to include complex, high-volume system balancing, weekly sweeps, retailer “trust” bank accounts, collection of all balances and all other related aspects of retailer accounting.
* Reconcile all Accounts Receivable accounts, Accounts Receivable clearing accounts, and daily online prizes payable accounts.
* Serve as Finance User Test Coordinator for system testing of all new products, software and enhancements.
* Develop user requirement documentation for staff and create user test scripts for participation in the testing of all new games, retailer type, or product software or hardware.
* Evaluate financial data for accuracy of reporting for all system changes, communicate any noted discrepancies and monitor the correction of discrepancies.
* Participate in the resolution of all problems and disputes concerning collections from Lottery retailers.
* Support CSC operations in prize payments and any inquiries as they occur.
* Support Licensing with bonding levels and general information on retailer billing as needed.
* Manage all processes associated with annuity prize payments.
* Manage Bank of America interfaces, provide oversight of all annuity processes and controls.
* Manage debt setoff and tax withholdings from prize payments and be responsible for timely filing of these to the appropriate agencies.
* Manage problem tickets sent by Sales Rep and process these within the billing week they are received.
* Analyze data and generate reports.
* Generate Accounts Receivable statistical data reports to management on a monthly basis.
* Analyze trends noted through Accounts Receivable and make recommendations to management.
* Analyze the need for system improvement requests, open requests for service as appropriate, and work with PMO to resolve.
* Interpret Virginia Lottery guidelines, policies, and directives as they apply to Lottery Finance.

Other duties may be required based on supplementary assignments.

Note - This position requires in-office work three days per week including Tuesday and Wednesday.

Minimum Qualifications

The person selected for this position will have:
Bachelor’s Degree in Accounting, Finance, Business, or other related field from an accredited 4-year college or university.

Thorough knowledge and understanding of banking, cash management, investments, and collections for highly visible 24/7 cash-intense multi-billion-dollar business operation.

Considerable knowledge of accounting practices and principles, internal controls, automated systems applications and treasury operations.

Minimum of two years experience managing systems and/or staff with responsibilities for highly automated, high transaction volumes and significant cash flow operations.

Demonstrated project management skills, including the development of user and system design specifications involving testing and implementation.

Knowledge of accounts receivable management, credit and collections.

Ability to work simultaneously on multiple cross-departmental projects.

Demonstrated ability to train and direct the work of supporting staff.

Proficiency in desktop applications such as, but not limited to, Microsoft Office, and integrated automated accounting systems.

Ability to participate in cross-departmental teams to accomplish overall goals and objectives.

Exceptional analytical and communication (oral and written) skills.

A comparable amount of education, training and professional work experience may be substituted for minimum qualifications.

Additional Considerations

Experience in a progressively responsible management role, with management experience preferred.

Knowledge of the retail operations and Lottery industry is desired.

Knowledge of control environment and promote new technology.

Experience in monitoring system processes/interfaces daily reporting deficiencies and assisting in design and problem resolution preferred.

Knowledge of banking products/processes, including ACH, a plus.

Ability to react and communicate effectively in all situations. Some areas of responsibility require quick, yet thorough analyses and decisions, while others require long-term research and detailed planning involving several other states.

Critical communication skills at all levels, including high-level representatives from other Lottery operations, state oversight agencies, legal representatives, and retailers.
