Provides support, in a staff capacity, by focusing on intermediate term program issues with agency wide application. Characteristic duties include: program development, planning, monitoring, analysis, grants management, recommending policies and procedures, program research, and evaluating changes in rules, regulations and legislative proposals for impact on service delivery. Thorough knowledge of program management, analytical principles and service integration is necessary. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor.
Performance Management (for employees who supervise others)
• Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff
• Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resource staff
• Ensures relevant training and workplace safety for staff
• Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies in a timely manner, and documents underperformance in accordance with state guidelines
• Supports employee growth through regular feedback, coaching, and professional development opportunities Emergency Preparedness Planning & Coordination
• Works with local jurisdictions in developing, implementing, regularly exercising & updating local plans for responding to public health threats & emergencies to include, but not limited to acts of bioterrorism and infectious disease outbreaks
• Coordinates EP&R meetings for district
• Develops, in conjunction with the District Epidemiologist, tools to assess outbreak response and surge capacity throughout the District/city
• Ensures regular testing of the District/City's outbreak response system & protocols and involves appropriate local & regional health and emergency response agencies
• Coordinates or assists with coordination of local medical reserve corp
• Ensures local planning is coordinated with regional and state BT plans
• Deploys to other geographic areas in state to assist with public health response as needed for surge capacity during a BT event or other public health emergency
• Works with community to gather volunteers to work alongside staff during disasters
• Assists in development of a database to control and manage names of volunteers
• Participates with local jurisdictions in development of special needs sheltering
• Coordinates on-going community needs assessment activities for district
• Participates in strategic planning activities for district Strategic National Stockpile Management
• Ensures development and maintenance of a district plan for receiving and distributing Strategic National Stockpile
• Ensures that plan is exercised and revised regularly
• Develops systems to ensure adequate implementation of plan should need arise
• Ensures that adequate programs are established for on-going training for all parties
EP&R Communications
• Works with regional team to develop emergency communications strategies and plan and to develop clear, consistent public health messages about topics related to EP&R
• Ensures a local public health emergency communications plan is developed and maintained
• Develops local public awareness campaigns about emergency preparedness and planning
• Works with Regional team to provide information and education about EP&R to targeted groups in district, including health department personnel, first responders, medical community, local government and local hospitals
Please Note:
This is a restricted position, which is solely funded by the Public Health Emergency Preparedness (PHEP) grant. The availability of funding is scheduled for review annually. Continued employment is contingent on the continued availability of funds.
Special Assignments:
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor. May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies. If this position is designated as a mobile worker, this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing. You may be required to periodically come into your assigned office to attend meetings or training.
Minimum Qualifications
• Considerable knowledge of and experience in planning and policy development and implementation, program evaluation and coalition building
• Experience developing and exercising emergency response plans
• Experience in health communications essential
• Experience working with diverse groups and the general public to assess community needs, provide education and information, and coordinate group activities
• A comprehensive knowledge of and experience working within the community environment with emergency preparedness and response resources and methods
• Good oral and written communication skills are required
Additional Considerations
Knowledge of and experience with public health responses to threats and emergencies, including but not limited to bioterrorism, preferred
Bilingual with Spanish preferred.
